The City is seeking proposals from qualified firms to conduct a comprehensive organizational assessment of the Parks and Recreation Department. The assessment is to evaluate organizational structure, staffing, service delivery, operational effectiveness, and long-term sustainability. It must identify opportunities to improve alignment among departmental priorities, available resources, community needs, and the City's Strategic Plan, ensuring the Department can deliver services effectively into the future. The selected consultant is to review relevant documents, engage stakeholders, conduct organizational and operational analysis, benchmarking, and develop recommendations. Tasks include: - Reviewing the department’s structure, staffing, budget, current programs, priorities, and technology infrastructure. - Conducting facility tours and interviews with staff, supervisors, commissioners, councilmembers, and external stakeholders. - Benchmarking against at least five comparable municipal parks and recreation agencies, evaluating staffing and supervisory practices, reviewing organizational structure, performing gap and efficiency analyses, and assessing funding and cost-recovery strategies. - Identifying duplicated functions, assessing communication systems, and developing draft and final reports with recommendations, prioritized action items, and implementation considerations. The proposal must address all major tasks, suggest supplemental activities as appropriate, and include a work plan, schedule, and staff matrix. The proposer is responsible for all labor, supervision, materials, and resources needed to perform the outlined services. Out of scope are compensation studies, comprehensive audits, labor negotiations, and facility condition assessments. Proposals must be submitted electronically, with thorough responses detailing team qualifications, experience, approach, and a separate all-inclusive cost proposal. Additional required information includes firm and team background, references, and certifications. All costs, including those for partners and incidentals, must be stated in the proposal. The City reserves the right to remove any vendor staff for improper conduct and to reject or accept proposals at its discretion. Questions and Clarification Submission Deadline:June 30, 2026, 6:00pm
