All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all Plan Holder's of Record . Questions received from Bidders that do not, in Engineers opinion , allow sufficient time to respond prior to the date for opening of Bids will not be answered.
