Renovation of a playground / park / athletic field in Abington, Massachusetts. Completed plans call for the renovation of a playground / park / athletic field.
The Work consists of Renovation of a Storage Building into Two Public Restrooms at Abington's Memorial Field Complex and all work incidental thereto, in accordance with the Specifications and conceptual plans attached hereto. Question Deadline 08/19/2026 Every request for such interpretation should be in writing addressed to Michael Maresco, Town Manager, by emailing to mmaresco@abingtonma.gov, and to be given consideration must be received at least seven (7) days prior to the date fixed for the opening of bids The Town of Abington is seeking to hire a licensed contractor to renovate half of an existing concession & storage building on town property to create two public restrooms with an associated mechanical room and storage room. The entire work area is approximately 24' x 16' and is part of an existing building constructed with CMU block exterior walls, a wooden shingled roof and a concrete floor. The building is located at Memorial Field in Abington, MA, which has an entrance gate on Ralph Hamlin Lane (off Washington Street) The general specifications are as follows: 1. The Contractor will be responsible for all permitting, demolition, construction and inspections required to conform with the Project Plans. It is the responsibility of the Contractor to verify all existing conditions and dimensions in the field prior to submitting a bid and prior to commencing construction. 2. The existing building is located on Town property which is under the control and supervision of the Abington School Department. A pre-demolition inspection under the supervision of the Abington School Department must be scheduled and completed at the cost of the Contractor prior to any demolition in order to ensure that there are no asbestos containing materials. For informational purposes, the School Department has previously utilized FLI Environmental for such inspections. 3. The Contractor and all subcontractors shall be fully insured and licensed. Proof of insurance with the Town of Abington named as a loss payee shall be required, and DigSafe must be notified. 4. The western half of this 48' x 16' building presently contains an operating concession stand, and the eastern half of the building presently contains an open storage area and an electrical room. The electrical room is only accessible from an overhead garage door on the eastern end of the building. The existing concession stand is connected to the town's municipal sewer and water systems, and it contains a fire suppression system . The toilet and existing drinking fountain located in the concession stand area shall be removed, disposed, cut and capped by the Contractor; the existing sink shall be reorientated and relocated to the southern wall of the concession stand area. 5. The Contractor will be responsible to connect the two new public restrooms to the municipal sewer and water systems, which will require the concrete floor to be opened and for the connections to be extended outside of the building. A floor drain shall also be provided in each restroom. See Plumbing Notes on the Project Plans. The Contractor shall coordinate all sewer and water service connections with the Abington Sewer Dept and Abington Water Dept; all permit fees, connection fees and system development fees will be WAIVED for this project. 6. The demolition of some interior walls (wooden studs and sheetrock) and the installation of 4 new steel doors within the exterior CMU block walls will be required, all as shown on the Project Plans. The existing fire suppression system components in the concession area are presently attached to an interior wall which shall be removed per the Project Plans; these components must be relocated and attached to the remaining available wall space upon consultation with the Town. 7. Each new restroom shall include a toilet, urinal, sink, wall mirror, wall-mounted soap dispenser, towel dispenser/trash bin, foldable baby changing table, toilet paper holder, and grab bars, all as shown on the Project Plans . Two (2) coat hooks shall also be installed in each restroom on the wall across from the toilet. A hose bib connection shall be included under each sink, and a floor drain shall be provided in each restroom. All fixtures and grab bars shall be installed in conformance with all applicable AAB and ADA requirements. Note: floor-mounted toilets are preferred in lieu of the wall-mounted toilets shown on the Plan. The selection of fixtures shall be approved by the Town prior to purchase and installation. 8. All new interior walls should be 2"x6" stud walls with sheetrock; no CMU interior walls need be constructed. All new interior walls shall be 8-ft high; Interior restroom walls shall be covered with full height FRP (Fiberglass Reinforced Plastic) panels. Gypsum ceilings shall be installed in all new spaces, including any portion disturbed in the existing Concession area. A vapor tight LED ceiling light fixture shall be provided in the ceiling of each restroom, which shall be controlled by a wall switch which will shut off the light if no movement is detected after five minutes. The selected light switch must be approved by the Town. Note that the attic area is open above the ceiling level. 9. The existing Booster's Freezer (shown on the Project Plans) shall be removed by others. 10. The exterior lighting switch which is currently located on an interior wall of the storage room area shall be relocated into the concession area on the other side of the interior dividing wall so that the lighting switch may be accessible from the concession area and not from within a restroom. 11. Contractor shall provide and install exhaust ventilation for each restroom per Code. 12. SIGNAGE: "Employees must wash hands" (or similar) shall be installed in each restroom. An ADA-compliant unisex restroom sign shall be provided and installed by the Contractor on the exterior wall adjacent to the entry door for each restroom, all in conformance with AAB and ADA regulations. 13. MECHANICAL ROOM: The existing hot water tank shall be removed, and a new 40- gallon electric hot water tank shall be installed in the Mechanical Room to service the restrooms and concession stand area; all plumbing connections to the existing concession area water lines and to the two restrooms shall be provided by the Contractor. The existing electric panel services the concession area and the existing storage room. This electric panel is to be relocated into the new Mechanical Room and shall service the concession area, the Mechanical Room and the two restrooms. See Electrical Notes on Project Plans. No interior lighting is required in the "Field Storage" closet shown on the Project Plans. 14. WIRELESS CONNECTION: Contractor shall purchase, install and connect a Ubiquiti Building Bridge XG 2-Pack (https://store.ui.com/us/en/category/wifebridging/products/ubb-xg) within the Mechanical Room, or elsewhere in the building at a location to be confirmed with the Town. This connection is required so the restrooms' access control software can be connected to the nearby Beaver Brook Elementary School's wifi system. Consultation with the School Department's IT Director will be made available to the Contractor, if desired. 15. ELECTRONIC DOOR LOCKS and SECURITY: The exterior steel doors for the Mechanical Room and Field Storage Closet shall be outfitted with lever style Schlage locks with a C keyway. The exterior steel doors for the two restrooms shall each be outfitted with a lever style standalone electronic keyless access lock (Trilogy T2 DL2700 or similar), which will be controlled via wifi . To maintain the desired standard of quality, design and function and to ensure integration of this project with the existing school security system , which is a Lendel: S2 Security System (Software Version 6.0.3) with Panasonic cameras, any hardware to be purchased and installed as part of this Project must be guaranteed to integrate with the existing system and the Ubiquiti Building Bridge XG wifi connection. The contractor shall also be responsible to provide a 1/2 " conduit to the exterior of the building at the roof line for the Town's future use to connect a Panasonic camera at the Town's desired location ( camera, wiring and installation to be provided by the Town). The new 3'0"x7'0" interior door shown at the new "Added Supply Storage" room (per the plan) should be a hollow core slab door (or better) with a keyed/lockable lever door handle. 16. Contractor shall maintain a safe and clean work area at all times, especially during nonwork hours, as this building is on school property. The Contractor will coordinate with the Town to use best efforts to allow the Concession stand to be as fully operational as possible (eg, electricity & plumbing) during home Friday night football games and weekend games in September. 17. Must submit Non-Collusion and Tax Compliance Forms 18. This Project must be completed by October 8, 2026, unless otherwise authorized and approved by the Town.
