Renovation of a detention facility in Bunker Hill, Indiana. Completed plans call for the renovation of a detention facility.
If the valuation of this project is $150,000 or more, bids shall be accepted only from bidders who hold a valid Certificate of Qualification from the State Certification Board, Public Works Division, Department of Administration, in accordance with 25 Indiana Administrative Code (IA) 2-4-2 for the following classifications of work: 1761.01 Membrane Roofing Work For questions concerning certification, call the Executive Secretary of the Certification Board, at (317) 232-3005. Bidders are required to provide a Bid Bond or certified check with its bid that complies with the requirements contained in the Bidding Documents. The IFA, in its commitment to minority and women's business development and the mandate of the Governor's Commission of Minority and Women's Business Enterprises, adopts the Indiana Department of Administration M/WBE Participation Policy for Construction Projects (M/WBE Policy) and Minority and Women's Business Enterprises Participation Plan (M/WBE Participation Plan) for this Project. In accordance with 25 IAC 5-1-8 and the M/WBE Policy, each bidder must complete and submit its M/WBE Participation Plan (including its Good Faith Efforts Worksheet if applicable) with its bid using the forms provided with the Instructions to Bidders. Failure to provide a completed M/WBE Participation Plan and Good Faith Efforts Worksheet at the time of bid submission may result in disqualification and rejection of the bid. Please note that IFA and/or the IDOA reserves the right to verify all information included on a M/WBE Participation Plan and Good Faith Efforts Worksheets before making final determinations ofthe bidder's responsiveness. The bidder is expected to demonstrate a good faith effort to meet the participation goal of 7% for minority owned business participation and 5% for women owned business participation. A good faith effort consists of documenting the effort that was made to achieve these goals in accordance with the M/WBE Policy. Bidders are encouraged to contact and work with the Minority Business and Women's Enterprise Division of the Indiana Department of Administration to design a plan to meet established goals. Questions concerning the specifications, plans or remainder of the Bid Documents must be addressed in writing to the Deputy Commissioner IDOA/IFA and Designer, on the Request for Clarification Form (IFA-16), a copy of which may be obtained from the IFA. The Request for Clarification Form must be received at the Commission's offices and ARSEE Engineers no later than 4:00 p.m. ET, on September 4, 2026. Each person planning to attend the pre-bid conference and site visit shall submit the following information in writing, facsimile, or email to Mr. Gene Cooper no later than 3:00 p.m. ET on August 28, 2026 for security clearance and gate release: Person's full name (typed or printed) and Driver's license number Company name, address, and telephone number List of items that person will take with them into the Facility (i.e. camera, tape measure) Note: cell phones will not be permitted inside the Facility Indiana Finance Authority (IFA) reserves the right to reject any and all bids.
