Site work and new construction of a playground / park / athletic field in Phoenix, Oregon. Completed plans call for the construction of a playground / park / athletic field.
Question Deadline 10/29/2026 at 4:00 PM PT All communications regarding this RFP must be directed to: Primary Contact: Andrew Taylor, RH2 Engineering, Inc. 3553 Arrowhead Drive Suite 200 Medford, OR 97504 Phone: (541) 892-7883 Email : antaylor@rh2.com Design, engineering, surveying, permitting, and construction of accessible interpretive trails, boardwalks, wildlife-viewing platforms, wayfinding and interpretive signage, seating, shade structures, and site amenities. This RFP is intended to address the public access and recreation infrastructure component of the broader Civic Center Natural Area initiative. The anticipated work includes planning, design, and/or construction support for sustainable, context-sensitive facilities that allow the public to experience the natural area while protecting its sensitive wetland and habitat resources. Key project elements to be addressed through the RFP include the following: Development of interpretive walking trails that provide safe, durable, and accessible circulation through or adjacent to the natural area. Development of wildlife viewing platforms or similar observation features that allow visitors to view the wetland, springs, Bear Creek corridor, and wildlife while minimizing disturbance to sensitive habitat. Wayfinding, interpretive, and educational signage that communicates the site's wetland functions, cold-water springs, fish habitat, native ecology, and stewardship expectations. Site amenities and design features that support public use, such as seating, shaded resting areas, trail connections, and other appropriate low-impact improvements. Accessibility and Universal Design considerations, including accessible routes, resting opportunities, viewing features, and interpretive elements that can serve users of varied ages and abilities. Sustainable trail and site design practices intended to limit erosion, manage foot traffic, protect habitat, and reduce long-term maintenance needs. Potential connections or coordinated wayfinding with nearby trail and recreation assets, including the Bear Creek Greenway, as feasible and appropriate. The City's objective is to create a close-to-home recreation and educational resource that expands access to nature in downtown Phoenix without requiring extensive new land development. The completed trail and viewing improvements will provide opportunities for walking, passive recreation, wildlife observation, school programming, and community stewardship, while helping direct visitor activity to designated areas and reducing informal impacts on the wetland. Relationship to Restoration Work The Civic Center Natural Area initiative includes both recreation access improvements and ecological restoration. However, invasive vegetation removal and native plant installation are separate from this RFP and are not part of the anticipated consultant or contractor scope unless specifically identified in a future amendment or separate procurement. The separate restoration effort includes removal and ongoing management of invasive plants, reestablishment of native trees and vegetation, habitat enhancement, and protection of the cold-water springs and associated wetland functions. Those activities are intended to improve biodiversity, stabilize soils, provide shade, support water temperature moderation, and enhance habitat conditions associated with Bear Creek. RFP respondents should nevertheless understand the ecological setting and coordinate their proposed approach with the restoration objectives. Trail alignments, platform locations, drainage approaches, construction methods, material selection, and public use features should be designed to avoid or minimize impacts to wetland resources, springs, native habitat areas, and future restoration zones. The trail and viewing infrastructure must complement, not duplicate or interfere with, the separately managed invasive species removal and native planting project. Community and Planning Context The project supports the City's broader goals for accessible recreation, downtown revitalization, environmental stewardship, and recovery-oriented community investment following the Almeda Fire. It is intended to provide a free, welcoming outdoor space for Phoenix residents, nearby communities, students, families, older adults, and visitors. The project also responds to community interest in walking opportunities, nature access, wildlife viewing, educational amenities, and inclusive recreation facilities. Planning for the Civic Center Natural Area has been informed by public outreach associated with the City's parks planning efforts, including workshops, surveys, public meetings, and the Community Development Fair. Community organizations, schools, local artists, conservation partners, and volunteers have contributed to the project's development and are expected to remain important partners in its implementation and long-term stewardship. Identified partners include Save the Phoenix Wetlands, The Freshwater Trust, the Jackson Soil and Water Conservation District, and state resource agencies. City Community Development and Public Works staff will provide overall projection.
