Renovation of a military facility in Kittery, Maine. Completed plans call for the renovation of a military facility.
The purpose of the P1080 Power Reliability and Water Resiliency Upgrades project is to provide increased reliability, resiliency and capacity to the existing electric and water utility systems primarily responsible for the protection of nuclear-powered submarines and nuclear support facilities at Portsmouth Naval Shipyard (PNSY). It also provides improvements at the water treatment plant and water lines within the Town of Kittery in partnership with the Kittery Water District (KWD), transmission lines and new transformer in partnership with Central Maine Power (CMP), and water and power improvements within the facility boundary. The P1080 project includes the following major components: The Power reliability and water resiliency project provides increased reliability, resiliency, and capacity to the existing electric and water utility systems primarily responsible for the protection of nuclear-powered submarines and nuclear support facilities at PNSY. In order to support this on-base effort, there are two off-base private utility projects which are currently in design phase and will be needed to ultimately connect with the on-base work. Off-Base Electrical: Provides modifications to the commercial power supply provided by Central Maine Power (CMP) to PNSY. Military Construction Project (MILCON) P1080 Design-Bid-Build, Power Reliability and Water Resiliency Upgrades, Portsmouth Naval Shipyard, Kittery, Maine All inquiries must be submitted in writing and received by the Contract Specialist no later than fourteen (14) days prior to the proposal due date in order to permit adequate time to reply to the inquiry. There is no guarantee that PPIs submitted after the cut-off date will be answered before the solicitation closes. Submit all questions to stephanie.l.wray2.civ@us.navy.mil and edward.d.flint.civ@us.navy.mil. Use of the PPI Log template is required. The PPI Log Template (Attachment A) can be found on the PIEE or the Contract Opportunities website under the Attachments section Extend the PPI cutoff date to 12 January 2026.
