Site work and new construction of a military facility in Kittery, Maine. Completed plans call for the construction of a 25,000-square-foot military facility; and for site work for a military facility.

Structural repairs to Berth 13 will restore deck loading capacity and extend the usable life of the structure by repairing deteriorated deck sections, piles, pile caps, beams, crane rail beams, landside fascia beam, steel reaction frame connections, and associated utilities. Work includes full demolition of approximately 1,600 square feet of concrete wharf deck and additional partial demolition as required, along with outage coordination and removal and replacement of utilities obstructing concrete repair areas. Repairs must prevent debris from entering the river and require capability to perform underside wharf deck, pile jacket, and anode repairs from barges or floating platforms while adhering to strict safety protocols. Berth 13 consists of a 1940s-era open wharf structure with concrete piles, previous jacket repairs, a concrete wharf deck, and a steel reaction frame with timber decking along the outboard face, covering an approximate construction area of 25,000 square feet. Amendment 0001 revises the solicitation, updates clauses, adds site visit information, and provides responses to Pre-Proposal Inquiry Log_B13-1. Attachments added include Site Walk Information_B13, SECNAV 5512/1 (Rev May 2021), DBIDS 5500b, and Pass Office Virtual Line Guidance. Disclosure of the magnitude of construction projects, the estimated construction costs are currently between $10,000,000 and $25,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Small Business (SB) 40% Woman-Owned Small Business (WOSB) 9% Small Disadvantaged Business (SDB) 5% Service-Disabled Veteran-Owned Small Business (SDVOSB) 5% HUBZone 3% Berth 13 repair work will include both full (aprox. 1,600 SF) and partial demolition (area to be determined) to various portions of the concrete wharf deck; outage coordination, removal and replacement of utilities in the way of concrete repairs; repairs to the reaction frame; repairs to the landside fascia beam; and repairs to crane rail beams, pile caps, pile jackets and anodes. All demolition and construction activities must prevent debris from entering the river below. Underside wharf deck, pile jacket and anode repairs require the capability to work from barges and other floating platforms; as well as meet strict safety protocols.
