This Request for Proposals is to procure a qualified design-build team to address the city's desire to effectively and satisfactorily welcome, guide, and inform residents, business owners, and visitors using parking, downtown wayfinding, and gateway signage. Questions regarding the specifics of this City of Lewiston bid can be directed to the Deputy Director of Budget and Purchasing, Allen Ward, 207-513-3040 or award@lewistonmaine.gov. Clarification content from any questions asked will be published by addendum to all registered bidders and on the City's website. Interested bidders must register with the Deputy Director of Budget and Purchasing either through direct response to the City's RFP solicitation at mryerson@lewistonmaine.gov or by contacting the Deputy Director of Budget and Purchasing Allen Ward at 207-513-3040 or award@lewistonmaine.gov to be added to the bidders list. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of ten percent (10%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. The City of Lewiston hereby solicits proposals from interested and qualified design-build firms or partnerships to provide full services as it relates to designing and installing wayfinding signs. Lewiston is an ethnically and culturally diverse city, embodying a small-city atmosphere while providing critical elements of a service community. Lewiston is uniquely located along Route. 95 corridor in Androscoggin County, approximately 35 miles north of Portland and a 45-minute drive to over 400,000 people to the north and south, which provides easy accessibility to the cultural, educational, entertainment, and recreational opportunities within the Lewiston area. The proposal must be signed by the bidder with his/her full name and address and be enclosed in a sealed envelope. The sealed envelope shall be marked with the name and address of the bidder and entitled: 2025-051 Wayfinding Design-Build RFP and addressed to Deputy Director of Budget and Purchasing, City Hall, 27 Pine Street, Lewiston, Maine 04240. If the proposal is forwarded by mail, the sealed envelope containing the proposal and marked as above must be enclosed in a second envelope which shall be addressed to the Deputy Director of Budget and Purchasing, City Hall, 27 Pine Street, Lewiston, Maine 04240.
