The work for the Waste and Recyclable Collection Service shall consist of, but not be limited to, the collection of Municipal Solid Waste and Recyclable curb side within the City of Lewiston, Maine by Automated Side Load (ASL) method for residential customers. This includes collection from single family, single family with accessary dwelling unit (ADU), and duplex buildings. Currently there are approximately 6,750 single family buildings (including w/ ADU), and 950 two family buildings (1900 units). Bid price for residential properties shall be provided on a per unit basis per year. Payment will be based on actual units collected. The count of units will be updated annually in December. A hybrid system of solid waste collection is anticipated for multi-family apartment buildings with three (3) or more units. A listing of multi-family apartments currently being collected within the City of Lewiston is included in Appendix B of this Bid. There are approximately 400 multifamily buildings containing 2170 units ranging from 3-unit buildings to 20-unit buildings. Bid price for multi-unit apartment buildings shall be provided on a per unit basis per year. Waste collection for residential and multi-family buildings shall occur on a Monday Through Friday Schedule. A copy of the current waste collection route map is included as Appendix D. Waste collection and recycling for Lewiston Public Schools and Municipal buildings are also included in the Bid as separate line items. Listing of the schools and public buildings is listed in Appendix A. This includes the size, number and collection frequency of both solid waste and recyclables. Bid price for public buildings and schools is lump sum per location per year. Waste collection at Lewiston Fire Stations may occur on the same day as residential collection. Each bidder is required to state in his/her Proposal his/her name and place of business and the names of all persons or parties interested as principals with him/her; and that the Proposal is made without any connection to any other bidder making any Proposal for the same work; and that no person acting for, or employed by, the City of Lewiston is directly or indirectly interested in the Proposal or in any contract which may be entered into to which the Proposal relates, or in any portion of the profits there from, except as provided by the City Charter. The City reserves the right to negotiate with the low bidder to bring projects down to within budget. The Finance Committee reserves the right to waive any formality and may consider as informal any Proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any Proposal or reject any or all Proposals if it is deemed to be in the public interest to do so. Question Deadline 07/09/2024 at 12:00 PM ET Questions and Requests for Information shall be submitted to Marian Ryerson (mryerson@lewistonmaine.gov) or Allen Ward (award@lewistonmaine.gov). Questions and RFIs will be responded to via email. Bond Notes: No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of ten percent (10%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. The Contract must be signed within ten (10) days, Saturdays, Sundays, and holidays excluded, after the date of notification to the bidder by the Purchasing Agent of the acceptance of his/her Proposal and readiness of the Contract to be signed. If the bidder fails or neglects, after such notification, to execute the Contract, the Finance Committee may determine that the Proposal has been abandoned; and, in such case, the bid security accompanying the Proposal shall be forfeited to the City of Lewiston. Proposals will be considered irregular and will be rejected for the following reasons: A. If the Proposal is on a form other than that furnished by the City or if the form is altered in any way. B. If there are unauthorized additions, conditional or alternate bids, or irregularities of any kind which may make the Proposal incomplete, indefinite, or ambiguous as to its meaning. C. If the Bidder adds any provisions reserving the right to accept or reject an award or to enter into a Contract pursuant to an award. D. If the Proposal does not contain a unit price for each pay item listed unless otherwise specified. E. If any of the bid prices are unbalanced, or do not reflect the actual cost required to perform the work, as outlined in the Plans and Specifications.
