Site work and paving for a civil project in Lewiston, Maine. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The work for the WHIPPLE AND MIDDLE UTILITY RAILROAD CROSSINGS shall consist of, but not be limited to, the complete and satisfactory construction of the following: WHIPPLE STREET 1. Installation of approximately 320 linear feet of 24-inch and 105 linear feet of 4-inch to 18-inch storm drain along with six drainage structures. 2. Installation of a jack-and-bore 24-inch steel sleeve under the railroad for a storm drain with 18-inch carrier pipe. 3. Installation of 145 linear feet of sanitary sewer with one manhole structure. 4. Strip and pave Whipple St full-width from approximately STA 31+25 to 33+25, matching into the railroad crossing MIDDLE STREET 1. Installation of approximately 120 linear feet of 12-inch ductile iron water main. 2. Installation of a jack-and-bore 24-inch steel sleeve under the railroad for a water main with 12-inch carrier pipe. All work must be completed by December 1 , 2026. Whipple St surface paving shall be completed by November 1 , 2026. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of five percent (5%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. Q/A:-- Questions and Requests for Information shall be submitted to Peralie Burbank at pburbank@lewistonmaine.gov on or before 2:00 PM , Wednesday, July 29, 2026. Questions and RFIs will be responded to via email to potential bidders on the Plan Holders List and those registered with the City Purchasing Department for this project.
