Site work for a bridge / tunnel in Lewiston, Maine. Completed plans call for site work for a bridge / tunnel.

The work for the Winn Street Culvert Replacement shall consist of but not be limited to, the complete and satisfactory construction of the following: Winn Street o Removal of the existing quadruple (4) 4-foot-diameter, 60-foot-long corrugated metal pipe culverts and replacing the culverts with the construction of a 6' (rise) x 16' (span) x 62' (length) concrete box culvert across Winn Street. o Removal of the existing concrete Hart Brook channel adjacent to the culvert and replacing the concrete channel with riprap. o Reconstruct water main in Winn Street to accommodate the new culvert. o City will provide water main materials, Contractor responsible for installation only. o Construct new chain link fence with gates around the upstream and downstream ends of the new culvert. o Install new guardrail along both sides of Winn Street. o Box-cut Winn Street and install roadway gravel. Grind butt joins as needed. Pave disturbed roadway sections. o Repair lawn areas as necessary. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of five percent (5%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. Questions and Requests for Information shall be submitted to Peralie Burbank at pburbank@lewistonmaine.gov on or before March 18, 2025. Questions and RFIs will be responded to via email to potential bidders on the Plan Holders List and those registered with the City Purchasing Department for this project. The Finance Committee reserves the right to waive any formality and may consider as informal any Proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any Proposal or reject any or all Proposals if it is deemed to be in the public interest to do so. The Contractor shall complete the scope of work outlined in the Contract Documents by no later than October 30, 2025.
