Work under this project includes, but is not limited to, all labor, materials, equipment, and incidentals for the upgrade of the Lubec Wastewater Treatment Plant, including general conditions and mobilization, temporary construction facilities, demolition, structural excavation, test pits, trench excavation, earthwork, aggregates, backfill and compaction, site pavement, site restoration, loam and seed, utilities including pump station upgrades, influent sewerage, process water, precast concrete wet well, slabs, hatches, cast-in-place concrete, wood framed structure, drying bed improvements, structural steel, metals, rough and finish carpentry, damp proofing and insulation; roofing, fiberglass and metal doors, replacement window, painting, and all equipment including influent screen, mixers, sump pumps, influent, scum and sludge pumps, chemical pumping systems, magnetic flow meter, transducers and floats, telemetry, wastewater treatment plant generator, portable generator for all four pump stations, collection and wastewater treatment system pump station submersible pumps and modifications, process piping, gates, concrete weir, and valves, expansion joints, pipe hangers and supports, heating and ventilation, electrical wiring, conduit, control panels, controls, alarm and instrumentation systems, and all incidentals as required for a complete working system and a full pump station and plant upgrade. Alternate Bid No. 1 includes two new permanent pump station generators at the Johnson Street and Main Street Pump Stations and all appurtenant work required to complete automatic generator power transfer operations. If Alternate Bid No. 1 is accepted, a smaller portable generator shall be provided. Bids must be accompanied by bid security made payable to owner in the amount of 5% of the bidder's maximum bid price and in the form of a certified check or bid bond issued by surety meeting the requirements of the general conditions. All iron and steel products used in this project must be produced in the United States. The following waivers apply: de minimis, minor components, pig iron and direct reduced iron. The contractor must comply with the Disadvantaged Business Enterprises (DBE) requirements contained in the CWSRF and CDBG/DECD Supplementary Conditions, all federal requirements per the Supplementary Conditions, and comply with Davis-Bacon Related Act requirements, including payment of prevailing wage rates as published in the bidding documents and the use of Elation System software for certified payroll.
