The Town of Newcastle is seeking proposals from qualified planning, engineering, or design consultants to conduct a preliminary site analysis and develop a conceptual site plan for a proposed workforce housing development of their recently acquired Mills Road property in Newcastle, Maine (Map 013 Lot 011). The goal of this RFP will be to generate a professional concept plan that balances housing development goals with environmental, regulatory, and access considerations, while remaining cost-efficient by utilizing desktop analysis where feasible. Scope of Work 1. Survey/Site Analysis (via Desktop GIS and Public Data Sources) The partnering consultant(s) should perform a preliminary site analysis using available desktop GIS tools and public data. Tasks include: Generate topographic data at 2-foot contours, referenced to NAVD88. Gather and analyze soil information from available sources (e.g., NRCS, USGS); test hole data may be incorporated if financially feasible. Identify and describe any known legal encumbrances, including covenants, easements, and restrictions. Map and delineate any wetland areas, using existing data (e.g., NWI, state databases). Identify nearby utilities, including power poles, water and sewer lines. Map adjacent property boundaries, nearby structures, and the adjacent roadway (Mills Road). Concept Plan Development :Using the site analysis above, develop a preliminary concept site plan that conforms to Newcastle's zoning requirements showing: Building footprint(s) with proposed square footage, height, and unit count for multi-unit housing. Building placement considering site conditions (topography, soils, wetlands). Parking layout, including location and estimated number of parking spaces. Proposed utility service extensions (water, sewer, electric). Identification and evaluation of suitable locations for electric vehicle charging stations, including: At least two Level 2 charging stations Consideration for DC fast charging capabilities Recommendations regarding electrical load requirements, proximity to utility infrastructure, and access Preliminary landscaping/vegetation features, pedestrian access elements (buffers, greenways, walkways). Consideration for public access to the town cemetery. Preliminary cost estimate for site development, including: Architectural planning Permitting Construction Installation of EV charging infrastructure over Letter summarizing qualifications and approach. Detailed Scope of Services demonstrating how the consultant will meet or exceed the tasks listed. Schedule outlining major milestones, with project completion expected within 90 days of contract execution. Cost Proposal, including a breakdown of fees for each task. Qualifications and Experience, including relevant past projects and resumes of key personnel. References from at least two recent, relevant projects. Proposals will be evaluated based on:Demonstrated understanding of the project (5%) Experience with similar projects (20%) Quality and feasibility of proposed approach (25%) Project timeline (15%) Cost effectiveness (25%) References (10%) Questions must be submitted by email to townmanager@newcastlemaine.us by July 14th, 2025. Responses will be provided to the potential bidder and the questions (anonymously) and answers will also be posted on the Town Website The final date for posting responses will be Wednesday July 16th, 2025. The Town of Newcastle reserves the right to reject any or all proposals and to modify the scope of work if necessary. The method of Contractor Selection has not been Determined at this time.
