Site work for a playground / park / athletic field in Portland, Maine. Completed plans call for site work for a one-story above grade playground / park / athletic field.

OUTLINE OF WORK The project consists generally of the following items in accordance with the drawings and specifications presented in this Project Manual: 1. BASE BID. The Reiche School Playground Project includes site improvements associated with a playground reconstruction project. Work will include, but is not limited to, the following: • All demolition and site preparation work as indicated on the plans. • Earthwork, including preparation of new playground areas, new stone dust area, and minor grading associated with the playground improvements. • Stormwater improvements, including underdrain systems, storm drainpipe, and basin connections. • Placing reclaimed granite curbing and features (provided by City on-site) as indicated on the plans. • Relocating and setting existing landscape boulders on site. • Providing, constructing / installing timber and log edging, stepping logs, boardwalk, and wood bench features. • Constructing asphalt, stone dust, and sand areas / paths. • Furnishing and installing aluminum fencing, including 3 swing gates for service and pedestrian access. • Preparing base aggregate, as required, for new playground equipment (by others) as indicated on the plans, including any required coordination with the City’s playground equipment installers. City shall provide wood playground safety surfacing • Furnishing and installing basketball hoop including asphalt painted lines and additional painted games. • Preparing new planting beds, providing and installing all landscaping including mulch placement. • Preparing lawn areas with loam and installing sod; Loaming & seeding all remaining disturbed areas, including the application of straw mulch. Questions must be received at least five days prior to the bid opening date, for this project that deadline is 12:00 noon on Monday, November 24, 2025. Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that promotes local economic development and individual self-sufficiency. Section 3 requires that to the greatest extent possible, economic opportunities that are generated by the use of Federal funds be made available to low- and very low-income persons, particularly those who receive Federal financial assistance for housing and those residing in communities where the financial assistance is expended. Section 3 established benchmark goals include (a) 25% of total labor hours worked by Section 3 workers; and (b) 5% of total labor hours worked by Targeted Section 3 workers.
