The Town of York, Maine is seeking information and qualifications from eligible respondents to identify applications of solar photovoltaic systems at the Witchtrot Landfill, a U.S. EPA regulated Superfund site. The objective is to supply clean renewable electricity to both the Town and potential partners. The Town aims to identify qualified potential proposers for building cost-effective solar at Witchtrot. The Site is regulated by the EPA and includes a consent decree with all identified responsible parties. The Town owns about 43.96 acres of the former landfill. Remediation under the consent decree includes a four-foot clay cap and groundwater monitoring wells sited primarily along the perimeter of the capped areas. Any future development must be fully consistent with the Site's remedial features and institutional controls to ensure longterm access to and protection of the Site's remedies. The Site does not generate enough methane for recapture. The Town seeks to identify a development partner or partners that can install a solar project at the Site. Please note that the Town does not endorse any specific project, vendor, system, technology or method in issuing this RFI/RFQ and welcomes all innovative ideas. The Town's highest priority is to see solar development. The Town is also interested in other installations that could serve existing uses or those that might be developed in partnership with solar at Witchtrot. Respondents may provide concepts for one project only or for both. The purpose of this RFI/RFQ is to gather information about the opportunities and challenges of developing the solar project at Witchtrot that can ideally be operational within 12 months of bid award. Question Deadline 12/01/2025 Respondents must email questions regarding any aspect of this RFI/RFQ and general inquiries to tmaguire@yorkmaine.org . Responses to questions and inquiries will be posted to the Town's website by 1 December 2025. o The ideal amount of potential installed solar capacity (MW-DC and -AC) up to .99 MW o Designs and approaches that could be implemented at Witchtrot to maximize solar capacity without compromising any remedial measures o The overall opportunities and challenges of implementing the potential solar systems, including, but not limited to: Cost of interconnection Project timeline Design elements b. Eligible Proposers The Town seeks responses from all entities involved in and supporting the solar sector, such as developers, and installers that meet the eligibility requirements. The Town is open to receiving responses from single entities or from entities that represent multi-party ventures that could provide creative solutions to deliver reliable and cost-effective projects designed to maximize the local impact of installed solar at Witchtrot. The Town reserves the right, at its sole discretion, to alter and/or withdraw the RFI/RFQ at any time; to choose to discuss various approaches with one or more respondents (including those not responding to the RFI/RFQ); to use the ideas or approaches submitted in any manner deemed to be in the best interests of the Town, including but not limited to soliciting competitive submissions relating to such ideas or approaches; and/or undertake the prescribed work in a manner other than that which is set forth herein.
