Site work and new construction of a transportation facility in Eau Claire, Wisconsin. Completed plans call for the construction of a transportation facility; and for site work for a transportation facility.

The City of Eau Claire is seeking a qualified firm to provide all materials, equipment, and labor to perform vibration monitoring and building condition assessment for existing businesses adjacent to a new downtown bus transfer and parking structure that will be built. No Pre-Bid Conference Available The City of Eau Claire is building a new bus transfer center, parking ramp with mixed use retail and apartment on the upper levels of the building in downtown Eau Claire. Prior to the construction project, the City must also construct a temporary bus transfer facility near to the permanent transfer center site. The down town area of the city near the construction site is relatively dense with old buildings that cloud potentially be damaged by ground vibration caused by construction equipment near the building. The City has need to perform existing building condition reports on buildings adjacent to the construction site and establish a perimeter outside of the construction for monitoring and capturing geo vibration emanating out from the site during the construction process. The three Historic buildings are: 1. Schlegelmilch House 517 Lake street 2. Christ Church Cathedral 510 Farwell Street 3. Main Street Gallery 306 Main Street The City of Eau Claire is building a new bus transfer center, parking ramp with mixed use retail and apartment on the upper levels of the building in downtown Eau Claire. Prior to the construction project, the City must also construct a temporary bus transfer facility near to the permanent transfer center site. The down town area of the city near the construction site is relatively dense with old buildings that cloud potentially be damaged by ground vibration caused by construction equipment near the building. The City has need to perform existing building condition reports on buildings adjacent to the construction site and establish a perimeter outside of the construction for monitoring and capturing geo vibration emanating out from the site during the construction process. The City of Eau Claire is seeking qualified Geo technical service providers to perform preconstruction building assessment for 21 existing buildings/businesses and 3 parking lots adjacent to the construction site. Pre-construction assessment consists of visiting the individual buildings, taking photographs of existing conditions, writing individual notes, descriptions and reports on the observations of conditions at the time of assessment. Due to the variance and differences in age, size and conditions of the nearby buildings individual reports will vary from 1 page to 20 pages in length for each report. Inclusive in the reports will be photographs, any drawings sketches, tables of measurements taken, written descriptions and all information necessary to accurately capture the structural and cosmetic conditions for each building prior to work beginning on the new transfer center site. In addition to all individual reports a condensed summary of all individual reports will be compiled, written and given to the City of Eau Claire in electronic file format prior to construction beginning onsite in September 2021. The summary does not have to contain all details in each individual report, but will serve as reference to highlighted items for each site and provide direction to the individual reports for further detail. The awarded contractor will visit each site to perform assessment and should include in their proposal estimated time per site to meet with and ask questions of building owners and business operators in regard to their knowledge of building history and asking about concerns they may have about preserving the integrity of building features or contents. If need be a representative from the City of Eau Claire will assist and accompany the contractor while conducting these interviews. Proposal should include up to six hours of time spent presenting the report findings and explaining details of the reports to the City of Eau Claire, Market & Johnson and federal grant committee (if requested) by either virtual meeting attendance or on-site construction meeting. Vibration monitoring: The awarded company will establish vibration monitoring under the following methodology: o The prevailing hypothesis is that underground Vibration will originate within the confines of the construction site perimeter. Vibrations will radiate outward from the site similar to ripples in a pond radiating outward as the result of a rock being tossed into a pond. Intensity will dissipate with increasing distance from the center of origination. Unlike the pond analogy vibration waves may differ in intensity by direction due to underlying subsurface structure and rock formation variances. o In order to capture vibration created by construction activities, a vibration monitoring perimeter needs to set up outside of the construction perimeter with adequate vibration sensors along the perimeter to provide an accurate capture of vibration intensity emanating from the construction site in each direction. Suggested Vibration monitoring zones are indicated on the included document Vibration Monitoring map. The vibration measuring system will need to be able to create and archive an ongoing historical recording of vibration throughout a two-year construction period beginning in September 2021 and estimated to end in the fall of 2023.
