As of November 12 the project has not yet been awarded. A timeline for award has not yet been established. Bids must be submitted on the forms found in the Bidding Document; must contain the names of every person or company interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that one Lagoon Cell will be substantially complete and ready for service no later than September 1, 2021, with a final project completion of December 31, 2021. This construction project will be funded in part with funds made available from the Federal Government through the US Army Corps of Engineers Section 594 program. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the DavisBacon Act as amended. Each bidder shall be required to file with his proposal a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code. The guaranty shall be a bond for one hundred percent (100%) of the bid amount. A certified check or cashiers check for ten percent (10%) of the bid can be submitted in lieu of a bond. The successful Bidder will be required to furnish a satisfactory Payment and Performance Bond for one hundred percent (100%) of the bid amount. Bidders must comply with the requirements in the Davis Bacon Act, including payment of prevailing wages rates for Public Improvements for Williams County, Ohio as determined by the Secretary of Labor, under the Federal Labor Standards Contractor compliance with the non-discrimination and equal employment opportunity requirements of Title VI of the Civil Rights Act of 1964 (Title VI) and Ohio Administrative Code Chapter 123, the Governors Executive Order of 1972, and Governors Executive Order 84-9 shall be required. SPECIAL ATTENTION MUST BE GIVEN to all the requirements contained in the bid packet, particularly to prevailing wages, various insurance requirements, various equal opportunity provisions, and the requirement for a payment and performance bond for 100% of the contract price. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Any bid may be withdrawn prior to the schedule closing time for the receipt of bids, but no bidder shall withdraw his bid within 30 days after the actual opening thereof. The County reserves the right to reject any or all bids, waive irregularities in any bid, and to accept any bid which is deemed most favorable to the County.
