As of April 18,2019 project is Notice to Proceed is late April 2019 with a mid August 2019 completion date. Sealed Bids will be received by the Clinton County Sewer Authority for the installation of a new sanitary forcemain across Bald Eagle Creek. The project will generally consist of the HDD installation of 513 feet of 14 inch pipeline beneath Bald Eagle Creek and the open cut installation of 550 feet of 14 inch pipeline adjacent to the creek. The Authority requires the Project to be substantially complete in 90 calendar days from date of the Notice to Proceed. Bid Documents may be viewed at the office of the Engineer or at the County Planning Office (2nd Floor 2 Piper Way, Lock Haven) during regular business hours. The County is closed on Wednesday afternoons. All inquiries pertaining to the Bidding Documents shall be directed to the Engineer in writing via email (sgibson@mctish.com) or via FAX (570-368-3166). The Project is subject to the requirements of the Davis-Bacon Act wage rates. The Bidders must comply with the Pennsylvania Human Relations Act, as amended; exhibit Equal Employment Opportunity in accordance with Executive Order 11246, amended under Executive Order 11375 and supplemented by 41CFR Ch. 60; as well as standard non- discriminatory federal requirements associated with discrimination on basis of race, color, national origin, age, sex and disability. Bidders debarred or suspended by the United States EPA are not eligible for contract award. The project is being funded in whole or in part by the federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency through the Clean Water State Revolving Loan Fund carrying a Catalog of Federal Domestic Assistance (CFDA) number of 66.458. Bids will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. No Bidder may withdraw his Bid before the expiration of the 60 day period. The Owner reserves the right to accept or reject any or all Bids.
