AIP No.: 3-08-0024-013/014 Project work includes: Concrete Pavement Removal (~8,300 SY), Unclassified Excavation (~525 CY), Subbase Course (~205 CY), Subbase/Subgrade Reshaping and Recompaction (~8,300SY), Base Placement (~2,400 CY), Asphalt Paving (~2,040 Tons). Proposal Bond in the amount of five percent (5%) of the bid shall accompany the proposal of each bidder. Contractor bonding shall also be required. The Sponsor reserves the right to reject any or all bids and to waive irregularities in bidding. The proposed Contract is under and subject to Executive Order 11246 of September 24, 1965, as amended and the Equal Opportunity Clause. The bidder's (proposer's) attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth in the specifications, including the goals and timetables for minority and female participation. The successful Bidder will be required to submit a Certification of Nonsegregated Facilities prior to award of the Contract, and to notify prospective Subcontractors of the requirement for such Certification where the Subcontract exceeds $10,000. Samples of the Certification and Notice to Subcontractors appear in the Specifications. The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this contract. It is the policy of the City of Fort Morgan, to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. All firms qualifying under this solicitation are encouraged to submit bids/proposals. Award of this contract will be conditioned upon satisfying the requirement of this bid specification. These requirements apply to all bidders/offerors, including those who qualify as a DBE. The bidder/offeror shall make good faith efforts, as defined in Appendix A, 49 CFR Part 26 (Attachment 1), to meet the contract goal for DBE participation in the performance of this contract. The DBE goal is 4.9%, race conscious. The successful bidder will be required to certify that it will meet the requirements of Title 49 United States Code, Chapter 501. The Contractor shall deliver only domestic steel and manufactured goods that are produced in the United States. The successful bidder will be required to certify it meets the requirements of DOT Regulation 49 CFR Part 30 and 49 CFR Part 29. Minimum Davis-Bacon wage rates as established by the Secretary of Labor are applicable to this project. The "Keep Jobs In Colorado Act of 201 Colorado Revised Statutes 8-17-101 et seq. is applicable to this project. The proposed contract is contingent upon actual receipt by the City of Fort Morgan, of adequate funds from the Federal Aviation Administration and Colorado Department of Transportation for the performance of the construction and installation of the airport improvements contemplated by the proposed contract.
