Renovation of an educational facility in Pomona, California. Completed plans call for the renovation of a educational facility.
The Trustees of the California State University will receive sealed bid proposals from prequalified bidders in the Procurement Office, Building 75, at 3801 W. Temple Ave., Pomona, California 91731, to furnish all labor, materials, equipment, apparatus, facilities, transportation, and permits for the Electrical Infrastructure Upgrade Project at California State Polytechnic University, Pomona (Cal Poly Pomona). Project Description: Installation of new 12kV main switchgear structure and underground distribution system including conduit duct banks, cables, and switches throughout the campus. The construction estimate is $19,800,000.00. The license requirement is B and/or C-10. Bid package, specifications will be available at the Bidders Conference only via USB Drive. Each bidder offering a proposal must comply with bidding provisions of Article 2.00 et seq. in the Contract General Conditions, and should be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions, especially Article 2.02, regarding the necessity to submit pre-qualification documents to the Trustees ten (10) business days prior to the bid date. The Trustees will prequalify the contractors using a two-step prequalification process: The Trustees will prequalify the contractors using a two-step prequalification process: (1) the Trustees¿ standard financial prequalification, contractors shall register and log in to ¿PlanetBids¿ to apply for prequalification at http://www.calstate.edu/cpdc/cm/contractor_prequal_bidders.shtml , and (2) a technical prequalification using the GC Technical Prequalification forms available from the Campus and in the bid package. The completed technical forms shall be submitted to cocm.prequal@calstate.edu . Submit all prequalification documents to the Trustees ten (10) business days prior to the bid date. If the bidder is awarded the contract and then fails to execute the contract, this bidder¿s security shall be forfeited to the Trustees. The bidder should be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions. It will be the responsibility of each bidder for prequalification and to obtain a bid proposal package in sufficient time to fulfill requirements therein. The Bid Documents are available to bidders who have been prequalified by the Chancellor¿s Office, and licensed in the State of California with B and/or C-10 license. Prequalification letters should be faxed (909) 869-5475 or emailed lorrainer@cpp.edu to Lorraine A. Rodriguez to receive a bid proposal package. The Trustees require the successful bidder to achieve five percent (5%) DVBE participation in contracting construction projects as established in the bidding documents, and this must occur prior to the bid opening. In accordance with Government Code section 14838(f), and Military and Veterans Code sections 999.5(a) and 999.5(d), the Trustees are granting a bid incentive for bid evaluation purposes only to Bidders that exceed the five percent DVBE participation requirement. The level of DVBE incentive will correlate to the level of participation; that is, the more DVBE participation proposed, the higher the incentive. DVBE Participation Incentive 5.00% to 5.99% None 6.00% to 6.99% 1% 7.00% to 7.99% 2% 8.00% or more 3% The time period for completion of the overall project shall be 820 calendar day from The Notice to Proceed.
