Renovation of a mixed-use development in Bernards, New Jersey. Completed plans call for the renovation of a medical facility.

Furnish all materials, supplies, equipment, personnel, and supervision to complete Project 561A4-18-113 Correct FCA D&F Deficiencies in accordance with the drawings and specifications. Work shall comply with all VA regulations and specifications, applicable Federal, State, and local codes, and requirements specific to the Lyons VA Medical Center. The contractor shall coordinate and schedule work primarily during duty hours of 8:00 a.m. to 4:30 p.m. Eastern Time unless otherwise approved by the Contracting Officer. The contractor is responsible for all necessary planning, execution, and oversight to correct the identified FCA deficiencies within the required 610-calendar-day performance period. Magnitude of Construction: Between $5,000,000 and $10,000.000. To preserve the integrity of the procurement process, all questions and requests for information must be submitted in writing to Dayna.Dickson-Miller@va.gov. Questions must be received no later than 02/19/2026 by 12:00pm EST. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Contractor shall furnish professional and install all labor and material necessary to construct the items required in the specifications and drawings identified within Project 561A4-18-113 Correct FCA D and F Deficiencies Boiler Plant at the VA NJ Health Care System, Lyons, NJ, 07939. See attached file "561A4-18-113 Correct FCA D & F Deficiencies Boiler Plant NJ BD Drawings". 4. Specific Tasks. The work shall include work covered by specification divisions 1 (general conditions), 2 (existing conditions), 3 (concrete), 5 (metals), 6 (wood, plastics and composites), 7 (thermal and moisture protection), 9 (finishes), 13 (Seismic Restraint Requirements for Non-Structural Components), 22 (plumbing), 23 (HVAC), 26 (electrical), and 31 (earthwork) The scope of work includes but is not limited to: Electrical: Relocate and replace exit lights and emergency egress fixtures throughout with led fixtures. Replace cooper 500kva 12.47kv-208/120v exterior pad mounted, liquid filled transformer with dual primary service and manual throw-over Switch. Add a small ups to the main gas valve. Install seismic bracing for non-structural components and equipment. Provide power for new duplex sump pump, pump controller, and remote alarm panel. Plumbing: Remove and replace waste piping below basement slab, serving the basement floor drains. nstall new water service with backflow prevention. Connect new blow-down tank to existing plumbing utilities. Install seismic bracing for non-structural components and equipment. Replace existing sump pump with new duplex sump pump with pump controller. Mechanical: Existing steam header to remain. Replace steam header valves and globe valve for testing. Replace fuel oil pump set and controls. Replace gas, oil and water meters on all existing boilers. Replace gas train piping on all existing boilers to meet current VA design manual requirements. Replace piping to existing deaerator. Install new air compressor for fuel oil atomization on all existing boilers. Install economizer relief piping to ground. Replace existing boiler safety valve piping up through roof to meet VA design manual requirements. Replace existing blow down tank, piping from boilers and piping to sanitary with new. Replace chemical feed pumps and tanks. Install seismic bracing for non-structural components and equipment. Structural: Install grating above the floor level and spalding net under the deteriorating structure at north end of building to prevent personnel injury or equipment damage due to falling debris. Repair 2 steel columns oxidized at slab elevation at south addition. Architectural and structural: General trades shall provide the basement floor slab saw cutting and remove the slab and sub-grade to provide access to the waste piping identified in the plumbing scope. The general trades will backfill and compact the sub-grade soil to a 98% proctor test compaction and provide a concrete infill to create a level transition between existing slab and infill. General trades shall prepare identified existing structural columns for new painted finish. Install beams, grating, handrails, guardrails, and steps on a portion of the mezzanine. Install netting below the mezzanine
