The Department of Technology, Management and Budget (DTMB) is requesting Engineering Service proposals for design and construction administration of pavement improvements at Hoffmaster State Park in Muskegon. The Department of Natural Resources, Parks & Recreation Division operates Hoffmaster State Park in Muskegon. A full pavement condition assessment will be performed on all park roads and parking lots which are in various states of disrepair. The expected cost to make full and complete pavement repairs/replacements park-wide will require phased construction over multiple years. Recommendations for pavement repairs/replacements with cost estimates will be generated for phased and prioritized construction assuming a budget of approximately $1.0 to $1.2 million per phase. Within the campground, upgrade severalcampsites to meet PRD design standards for ADA accessible campsites. Campground flooding occurs at sites 14 to 60 and sites 72 to 86. Provide options for raising campsites grades in these areas and/or improved surface drainage to existing catch basins/adding catch basin(s). Utilize PRD design standards. Pavement improvements to include pavement to the existing concrete pads/campground jug fillers for ADA accessibility. project includes a non-motorized trail between campground and day use facilities. Included shall be an option for a widened road shoulder. There isa potential to utilize trials grant funding as a separate construction phase. Coordinate with County Road Commission for shoulder along Lake Harbor Drive if non-motorized trail is routed inthis location. Nonmotorized trail would eliminate pedestrian/bike conflicts with vehicles and provide a safe alternative. Include day use contact station paving upgrades, including a pass lane for recreation passports. A separate pass lane will provide better vehicular circulation and resolve traffic back-ups.The traditional design/bid/build delivery method will be utilized for this project. a probable construction cost estimate will be required no later than July 1, 2021 to allow DNR to request FY-22 funding. Construction funds, if approved, will be awarded in November 2021. It is the intent of the owner to modify the professional's contract through the construction phases once funding has been acquired.This request is to provide Phase 300 Schematic Design and Phase 500 Final Design for the pavement improvements. We anticipate 50% and 90% design submittals at both design phases, including a cost estimate at the 90% submittal of each phase.A topographical survey geotechnical report fees are to be included as reimbursable expenses. Proposals for Phase 600 and 700 construction administration will be submitted when final bidding documents and estimates are prepared
