Site work and paving for a mixed-use development in Lock Haven, Pennsylvania. Working plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
As of October 31, 2024, bids received were rejected. Project will rebid but no definite date yet. The work shall be performed under multiple contracts and bidders may submit proposals for the respective contract or contracts as follows: Contract No. 2024-03-1 - General Construction Contract No. 2024-03-2 - HVAC Construction Contract No. 2024-03-3 - Plumbing Construction Contract No. 2024-03-4 - Electrical Construction This project consists of the demolition of existing structure and site amenities, removal of existing impervious surfaces and construction of a new pedestrian walking path, new curb and gutter, ADA parking, installation of site furnishings, installation of dugouts, batting cage, fencing and restroom, and installation of a pavilion as shown on the Contract Drawings and specified herein. A certified check or bank draft payable to the order of OWNER, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. Simultaneously with its delivery of the executed contract, the successful bidder shall furnish: A. A performance bond in a sum of 100 percent of the contract price B. A payment (labor and material) bond in a sum of 100 percent of the contract price The successful bidder must agree to commence work on or before a date to be specified in a written "Notice to Proceed" of the Owner and to be substantially complete within sixty (60) consecutive calendar days of the date of the Notice to Proceed and ready for final completion within 74 consecutive calendar days. The successful bidder must also agree to pay as liquidated damages, the sum of $600.00 for each consecutive calendar day thereafter during which the contract work remains uncompleted. Any questions during the bidding process shall be in writing and emailed to The City of Lock Haven, Contact: Abigail Roberts (aroberts@lockhavenpa.gov) and the Engineer's office, Contact: W. Andrew Arnold (warnold@gdfengineers.com). The deadline for all questions is 12:00 P.M. October 10, 2024. No questions received after 12:00 P.M. October 10, 2024 will be addressed. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Owner reserves the rights to reject any or all bids, to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure, and to accept any bid, which it may deem to be for or in its best interest.
