Site work and paving for a mixed-use development in Pismo Beach, California. Completed plans call for site work for a municipal facility; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
As of December 7, 2021,, the project has not been awarded yet. It will be awarded to the board on December 21, 2021. 1. Moving and stockpiling existing beach wrack habitat such as kelp and other debris prior to placement of excavated soils and cuttings, if approved 2. Replacing stockpiled beach wrack habitat upon completion of placement of excavated soils and cuttings, if approved. The export of all excavated soils, rock and any other objectionable material that cannot be deposited on the beach to an approved waste facility, with documentation showing delivery and acceptance 1. Construction of all aspects of CIDH piles as shown on the plans including epoxy coated reinforcing steel 2. Development of the drilled shaft installation plan 3. Provisions for non-destructive testing of CIDH piles 4. If approved by City representative, placement of cuttings on the beach Excavation of all material in front of CIDH piles for Walls 1 through 4, including the new stairway fronting Wall 4 and if approved by City representative, placement of material on the beach Before submitting Bids, Contractors shall be licensed in accordance with the Laws of the State of California. Accordingly, the successful Bidder shall possess a Class A, General Engineering, Contractor's license at the time this contract is awarded. Individual Subcontractors working under the Prime Contractor shall possess the appropriate license for the type of work being performed. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. A certified check, cashier's check, or Bidder's Bond executed by an admitted surety insurer in the amount of ten percent (10%) of the bid, and properly made payable to the City of Pismo Beach, will be required to accompany each proposal. The successful contractor will be required to furnish three (3) acceptable surety bonds: one for faithful performance, one for labor and materials and the other for maintenance following construction. Each bond is to be executed in a sum equal to one hundred percent (100%) of the contract price except that the maintenance bond shall be for ten percent (10%) of the contract price and shall remain in effect for one year following acceptance of the project for final payment. The DBE Contract goal is 7 percent. If you have not met the DBE goal, submit Exhibit 15-HProposer/Contractor Good Faith Efforts, with your bid. Since federal funds are utilized on this project, the required federal-aid contract language of Exhibit 12-G apply to all components of the project, both Federally funded and City funded. Engineer's Estimated Cost: $4,000,000 to $4,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Contract award will be based on the contractor's base bid plus Bid Alternate 1. The right is reserved by the City of Pismo Beach to reject any or all bids, to evaluate the bids submitted, and award the contract to the lowest responsive bidder. The City further reserves the right to waive any informalities or minor irregularities in the bid. No bidder may withdraw his bid for a period of sixty (60) working days after the date set for the opening thereof. MBE (24.6%), WBE (6.9%), DBE (7%)
