Complete installation of the new waterline shall include, but not limited to, trench excavation and backfill, connections to existing system, reconnection of existing services and new services, testing and disinfection of the new system and restoration as required. Advertisement December 18, 2021 Bid Opening January 14, 2022 Intent to Award January 18, 2022 Board of Commissioner's Approval January 19, 2022 Contract Award January 31, 2022 Work to Begin by February 14, 2022 Work to be completed by April 15, 2022 (60 Calendar Days) Liquidated Damages Liquidated Damages will be assessed at $500 per work day should the Contractor fail to complete the work within the time allowed. Requirements of Bidders No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders, and accompanied by certified check or bid bond (with the authorized surety company) made payable to the Port of Tillamook Bay in the amount of ten (10%) percent of the maximum amount of the bid and no interest will be allowed on bid security. Bid security will be forfeited should the Bidder fail to enter into a contract and provide suitable performance bonding. All bidders must comply with ORS 279C.800 to 279C.870 pertaining to the payment of prevailing rates of wage. The Contractor and Subcontractors shall comply with all prevailing wage requirements. No bid will be received or considered unless the bid contains a statement by the bidder that the bidder will comply with ORS 279C.838 or 279C.840. Bidders shall be licensed with the Oregon Construction Contractors Board as required by ORS 468A.270 prior to submitting a bid for the project. A bid will not be considered unless the bidder is licensed with the Oregon CCB. Bidders shall also comply with the resident bidder status as defined in ORS 279A.120. The Port of Tillamook Bay reserves the right to reject any bid not in compliance with all prescribed public contracting procedures and requirements, including the requirement to demonstrate the bidders' responsibility under ORS 279C.375 (3)(b), and may reject for good cause any and all bids upon finding of the Port that it is in the public interest to do so. The Port also reserve the right to postpone the awarding of the contract for a period of not more than 30 days from the bid opening date. Hold up to three bids determined best by the Port until final award is made provide the Port shall award the contract within 30 days after the bid opening date, and to award to the lowest responsible bidder, with a responsive bid. No bidder may withdraw their bid after the hour set for the opening thereof or before award of the Contract, unless the award is delayed for a period of 30 days.
