Renovation of a civil project in Shoemakersville, Pennsylvania. Completed plans call for the renovation of a water / sewer project.

Project generally consists of rerouting the existing sanitary sewer entering the site from Second Street to enter the new Headworks Facility as shown on the Contract Drawings. The project also includes the removal of the existing belt filter press, conveyor, and dumpster-veyor from the Solids Handling Building and the installation of a new sludge press, screw conveyor, and dumpster-veyor as shown on the Contract Drawings. Bids may be modified or withdrawn at any time prior to the opening of Bids. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bid. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. It is brought to the attention of the Bidder that the Project will be funded by PENNVEST. The Contract is subject to all equal opportunity and other regulations imposed as a condition of obtaining such funds. The Contract is subject to the regulations contained in 40 CFR Part 30. Bidder will be required to document compliance with the "affirmative steps" outlined in the "Guidelines on Utilization of Disadvantaged Business Enterprise (DBE) Firms" attached to the Bidding Documents. Failure to submit documentation within ten days after Bid opening date will result in rejection of the Bid. Qualified Minority and Women Businesses Enterprise (MBE/WBE) are encouraged to respond to this Invitation to Bid. Each Bid must be accompanied by Bid security in the form of a certified check, bank check, irrevocable letter of credit, or Bid bond (on the form included with the Bidding Documents) for 10% of the bid. It is a requirement of this Contract that Bidder shall have a minimum (5) year, (5) project documented experience in the type of Work required by this Project. The cost of each project included in Bidder's questionnaire must be in excess of $250,000 in order to be considered project experience. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". The BOROUGH OF SHOEMAKERSVILLE hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid. CLARIFICATION DEADLINE 2/15/2022 2:00 PM Engineer's estimate is between 1.9 and 2.0 million
