The work for which bids are being requested consists of reconstructing E. Jefferson Street from N. Main Street to East Street and Madison Street from E. Jefferson Street to E. Capital Avenue including crushing & shaping the existing roadway with trenching and widening, 8 ductile iron water main, storm sewer, curb & gutter, culverts, ADA ramps, clearing, restoration, permanent signage, pavement markings and other appurtenances. The OWNER reserves the right to reject any or all bids and to waive any irregularities in bidding. The use of local contractors and labor is encouraged. A certified check or bank draft drawn on a solvent bank in the State of Michigan payable without condition to the OWNER or a satisfactory bid bond executed by the bidder and a surety company, in an amount equal to 5 percent of the bid shall be submitted with each bid. No bids may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. The successful bidder will be required to furnish a satisfactory Performance Bond and a Labor and Material Bond in the amount of 100 percent of the Contract price. Bond forms are included in the Contract Documents. The project will be fully completed by September 23, 2022. Failure to meet substantial completion or final completion dates listed above for the specified work, including extensions granted subject to the provisions of Article 20 of the General Conditions, shall entitle the OWNER to deduct from the moneys due the CONTRACTOR as "Liquidated Damages" and not as a penalty, the sum of $950 per day for each and every calendar day of delay in substantial or final completion of the work.
