This Request for Proposals (the "RFP") is an invitation by The Corporation of the Town of The Blue Mountains (the "Town") to prospective proponents to submit proposals for Development of a Wastewater Master Planas further described in Section A of the RFP Particulars (Appendix B) (the "Deliverables"). The Town wishes to engage the services of a consulting engineering firm to provide engineering services to undertake a Municipal Class Wastewater Master Plan that meets the requirements of the Municipal Class EA process to satisfy Phase One and Two requirements for all proposed projects. The Town is located on the south shore of Georgian Bay. It is known as a four-season recreation community and is currently experiencing a period of rapid growth. The permanent resident population of the Town, according to the estimated 2021 Census, is 9321; however, since a large contingent of property owners are seasonal residents, the combined serviced population is expected to be in the range of 23,000. When the various ski resorts are operating at peak capacity, the equivalent population is estimated to be 60,000. The Town's collection system is unique in that it is a very long and narrow system stretching more than 18 km along the Georgian Bay shoreline. This together with varying topography within the Town, has resulted in the creation of a system that is relatively complex for its serviced population. Wastewater is collected by two independent systems and treated at the Thornbury or the Craigleith Wastewater Treatment Plants (WWTPs) before being discharged to the Beaver River and Georgian Bay respectively. The Town is looking to retain professional consulting engineering services to undertake a Wastewater Master Plan to provide a long-term sustainable plan to support growth consistent the Town's Official Plan.
