The Municipality of Jasper is not responsible for the timeliness of proposals emailed or mailed. Proposals are revocable and may be withdrawn at any time before or after the closing time. Queries related to the RFP package and/or project deliverables may be emailed to CAO Given at the contact information listed above. All questions must be received prior to June 17, 2022 at 3:00pm. The Municipality of Jasper makes no commitment to making an award should a lack of adequate proposals be received by the deadline. The deadline may be extended to allow for additional proposals. If a signed agreement has not been reached within 14 days of Proponent selection, the Municipality may terminate contract negotiations and proceed with another Proponent. The Municipality of Jasper is a remote resort community of just under 5,000 people nestled in the Rocky Mountains of Jasper National Park, located in Alberta at the meeting of Highway 16, and Highway 93. Jasper's beginnings as a town date back to its role as a railroad divisional point, shortly after the creation of Jasper National Park in 1907. Tourism is the primary industry today, drawing nearly two million visitors annually. As a community within a national park, the Municipality of Jasper 's intention is to provide environmental leadership at the municipal level and promote environmental stewardship at the community level. The extent to which private or personal vehicles is used within the townsite and the Park is reaching concerning levels, creating emissions, and congestion in parking areas. The community does not have access to reliable public transportation for day-to-day activities. As the primary driver of the local tourism economy, it is vital to ensure that the Park's range of facilities and services are accessible to residents and visitors. Any service developed will need to address the needs of both residents, seasonal workers, and visitors. While transit users in other communities may take a bus, shuttle or ride share service to access facilities and services, Jasper residents and visitors rely on driving, cycling, and walking to amenities. Residents frequent nearby destinations like Pyramid Lake, Lake Annette and Lake Edith year-round (all within a 10 minute drive of the townsite). While these locations are popular tourist destinations, they are also used daily by residents and seasonal staff. Many seasonal workers in Jasper are young and transient and may not have access to their own vehicles, making it difficult to access jobs or destinations on the outskirts of the community or throughout Jasper National Park. On the other hand, workers who live in staff accommodation outside the townsite may have challenges accessing reliable transportation for necessary errands like grocery shopping and appointments. Jasper sees approximately two million visitors annually from around the world. Consistent, reliable access to key tourist attractions through a transportation system will reduce congestion in parking areas throughout the townsite and the surrounding area. The Method of Contractor Selection has not been determined at this time.
