Site work, paving and renovation of a mixed-use development in Virginia Beach, Virginia. Completed plans call for the renovation of a playground / park / athletic field; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The work includes Demolition scope includes partial demolition of asphalt / pavement at existing parking lot, clearing and grading and asphalt removal for new wood pathway. New work scope includes expansion and re-stripping of existing parking area, new restroom facilities, new wood walkway, three new pre-manufactured picnic shelters, one new observation deck with new pre-manufactured shelter. Plumbing, mechanical and electrical work for new restroom facility is required. New drainfield with associated site work is required for new restroom facility. Small Business Enhancement Program This solicitation is subject to the requirements of the Small Business Enhancement Program (SBEP). As a matter of responsiveness, bidders that intend to subcontract work on the resulting project must commit at least fifty percent (50%) of the value of the subcontracted work to businesses certified as Small, Women-owned, and Minority-owned businesses (SWaM) by the Virginia Department of Small Business and Supplier Diversity; if the bidder is unable to meet the fifty percent (50%) subcontracting requirement, then the bidder must provide documentation showing, with specificity, good faith efforts undertaken to meet the fifty percent (50%) SWaM-certified subcontractor participation requirements.
