This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are hereby being requested under this combined synopsis/solicitation. A written solicitation will not be issued. This RFQ is being issued as 100% small business set aside, and the assigned NAICS is 562991. This requirement is being solicited as a commercial item acquisition prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 12 and 13. Requirement Details: The Western Area Power Administration (WAPA), Sierra Nevada Region (SNR), requires a contractor to furnish, service, and maintain six (6) portable single user toilet units and three (6) hand washing stations which meet or exceed applicable Architectural Barriers Act (ABA) requirements. The contract period of performance is October 1, 2022, through September 30, 2023, for the base year. There will be a total of four optional years available. Additional details are provided in the attached Performance Work Statement (PWS). Questions regarding this solicitation must be received no later than 2 pm PST on August 15, 2022, in order to have time to respond before closing date. Email all questions to jeffery@wapa.gov. Only electronic receipt of offers will be accepted. Submit offers in Adobe pdf format. Each file cannot exceed 10 MB in size, limit three (3) files. Please include the offeror's Unique Entity Identifier (formerly DUNS); identification of any special commercial terms; and signature of authorized company representative. Note: Unique Entity Identifier will be used to verify offerors current registration in SAM.GOV. The Following Commercial Clauses are Applicable: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR, 52.212-2, Evaluation, Commercial Items; FAR 52.212-3-Offeror Representations and Certifications - Commercial Items; and FAR 52.212-4, Contract Terms and Conditions-Commercial Items. Submissions: Offerors must complete the attached form 1449, and provide any additional required documents as specified in the attached specifications. **Note: Ensure that all Submittals Address the Requirements in Section VI, Qualifications, in attached PWS** Evaluation: Selection and Award will be made to the single, responsible offeror, whose offer conforming to the solicitation, is determined technically acceptable and offers the lowest overall price.
