The required services and performance conditions are described in the Scope of Work. The City of East St. Louis encourages certi-fied MBEs and WBEs to submit bids in accordance with the terms and conditions required. The City of East St. Louis shall not be responsible for the prema-ture opening of a Proposal, which is not properly addressed or identified. Late Proposals will not be considered.
