Site work for a road / highway in White River Junction, Vermont. Working plans call for site work for a road / highway.

The City of Lebanon Recreation Arts & Parks Department invites and encourages you to submit a proposal to design and build a new Welcome to West Lebanon Sign on Bridge Street in West Lebanon NH. Artists are encouraged to select materials and design components that are reflective of West Lebanon, the region, or the State of New Hampshire. Located by the corner of Bridge Street and Transfer Station Dr. in West Lebanon (indicated in orange on the map attached), the available space for the new sign is 10' x 10' on relatively flat ground. The City will prepare the foundation with 18" of crushed gravel for a sign base. Electricity is also available on site, provided by the City. Designs should include the supporting structure, sign design that includes "Welcome to West Lebanon" on one side, and "Bridge Street Park" on the other side. The final product should be oriented to be visible for Bridge Street vehicle and pedestrian traffic, ruggedly designed to withstand all 4 seasons and the roadside environment, and illuminated after dark. Installations are expected to remain in place for the life of the sculpture, at least twenty years, and will be owned by the City. Proposals must include design, labor and materials costs. Total anticipated budget should be at or below $15,000 (excluding City portion of site preparation). The City is in the process of converting the adjacent Bridge Street Park into an attractive riverside park with picnic area, Mascoma River Greenway and West Lebanon Greenway connections, and as a gateway park for travelers between VT and NH. The new Welcome Sign replaces a worn out and dated sign currently located across Bridge Street by Upper Valley Equipment Rentals. Question Submission Deadline:December 7, 2022, 2:00pm Question Response Deadline:December 9, 2022, 2:00pm Substantial Completion:May 31, 2023 Final Completion and Acceptance:June 30, 2023 The Contractor shall, at its sole expense, obtain and maintain the following types of insurance, with an insurance company licensed to do business in the State of New Hampshire with a financial rating of A- or better in "Best's Insurance Guide", and for the following minimum amounts: Type of Insurance Limits A. Workers' Compensation Per New Hampshire Statute B. Employer's Liability Insurance $1,000,000 C. Comprehensive General Liability* $1,000,000 per occurrence / $2,000,000 in the aggregate / $1,000,000 Project Aggregate Comprehensive General Liability Insurance shall include coverage for all claims of personal injury, bodily injury, sickness, disease, or death (including coverage for acts of Consultant's officials and employees), and broad form property damage (including loss of use resulting therefrom) and for completed operations. D. Comprehensive Automobile Liability* Bodily Injury $1,000,000 per occurrence/ Property Damage $1,000,000 in the aggregate E. *Comprehensive Liability $1,000,000 in the aggregate Umbrella Coverage in the amount of $1,000,000 Prior to the start of Work, the Consultant shall provide Certificates of Insurance to the City showing policy coverage of all of the above types of insurance with the coverage and limits as indicated above and, thereafter, on an annual basis for the duration of this Agreement and also at the termination of the Agreement, as evidence that policies providing the required coverage, conditions and limits are in full force and effect for the required period of time. Such Certificates shall identify this Agreement and contain provisions that coverage will not be cancelled or materially altered until at least thirty (30) days prior written notice has been given to the City. The City, to include its officers, agents, and employees, shall be named as an additional insured on all insurance required under this Agreement except for Professional Liability and Workers' Compensation. The City seeks to combine its goals of improving placemaking in West Lebanon, establishing the new Bridge Street Park, and building its arts footprint throughout the City. We hope that the new Welcome to West Lebanon sign and structure will capture the creativity of regional artists, will functionally serve as a welcome sign, and aesthetically stand out as a unique artistic structure. The Design Build Contract shall be awarded to a responsible bidder as determined by the City, and review will include the following considerations: Ability to perform successfully under the terms of the scope of work, price, prior experience, safety protocols, compliance with public policy, and any other criteria considered relevant by the City.
