Site work and renovation of a mixed-use development in Clarks Summit, Pennsylvania. Completed plans call for the renovation of a swimming pool; and for site work for a playground / park / athletic field.

All bids shall be sent to the Controllers Office by courier (USPS, UPS, or FedEx) for tracking. Hand delivered bids will be accepted by the Controller's Office. Bid Envelopes/Packets are to be sealed and plainly marked with the Project Name and contain all the specifications and the 10% Bid Bond along with all other pertinent information Project consists of site preparation and improvements including building and site demolition, site work, construction of a new bath house, and all items as identified on the construction documents. Shipping will be via standard delivery for an additional fee of $50.00. No cash can be accepted to pick up the bid documents. Check or money order to be made payable to the H.F. Lenz Company. Prospective bidders can address all questions to the office of the engineer at (717) 461-3916 attention Mr. Bryan Clement. A certified check or bank draft, payable to the order of the Lackawanna County Treasurer, negotiable U.S. Government Bonds, or a satisfactory Bid Bond executed by the Bidder, and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania, in an amount equal to ten percent (10%) of the bid for the McDade Park Pool Renovations and New Bath House Construction shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds each in the amount of 100% of the contract price, and certificate of insurance prior to the award of the contract. 1. Contractor agrees to comply with all applicable state statutes and regulations including, but not limited to, the Building Energy Conservation Act, Davis-Bacon Wage Act or the Resident Labor Requirements Act, the Steel Products Procurement Act, the Trade Practices Act, the Public Works Contractor's Bond Act of 1967, and the Flood Plain Management Act. The Contractor must also comply with the Americans with Disabilities Act and agrees to minimize pollution and will strictly comply with all applicable related laws and regulations. 2. Contractor agrees to comply and adhere to the construction schedule as stated and provided for the completion of this project. 3. The Contractor agrees to comply with nondiscrimination/sexual harassment provisions and will include such provisions in all contracts and subcontracts. 4. Contractor must ensure that no Contractor or subcontractor is currently under suspension or debarment by the Commonwealth, any state, or the federal government. 5. Contractor must actively recruit minority and women subcontractors or subcontractors with substantial minority representation among their employees. 6. Contractor and its subcontractors shall furnish progress reports, status reports, project account statements, certificates, approvals, etc. All pertinent records must be maintained by the Contractor and all subcontractors for seven (7) years from the end of the contract. Work under this contract is subject to the requirements of the Davis-Bacon and Related Acts. Wage rates associated the Davis-Bacon and Related Acts applicable to this Contract are included. All requests for information shall be submitted in writing to the office of the Engineer at bclement@hflenz.com on or before 5:00 PM EST, January 18, 2023. Requests for information will not be accepted after 5:00 PM on January 18, 2023. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the Contract.
