It is the intent of the City of Manitowoc to have the Contractor furnish and install cured-in-place pipe (CIPP) for the re-lining of the existing sanitary sewers on various streets and easements. The Contractor shall be responsible for the reconnection or reinstatement of the existing active services (laterals) as shown on the plans and/or as directed by the Engineer. The Contractor shall furnish all appurtenances necessary for completing the work included in this Contract. The active laterals shall be reinstated with a robotic or remote radio-controlled cutting machine. The City of Manitowoc will have the existing televising reports and video of the sanitary sewers that are to be re-lined available for viewing in order to assist the Contractor with bidding the project. Please contact the Engineering Office at (920) 686-6910 to make an appointment for viewing the reports and videos. The television inspection reports for the sewers to be re-lined have been included as part of these Contract Specifications. All work shall be performed according to the Plans, Part VII of the Standard Specifications for Sewer and Water Construction in Wisconsin, the latest edition of the NASSCO Specifications, the City of Manitowoc Standard Specifications for Public Works Construction, these Special Provisions and Conditions and to the satisfaction of the Engineer. All of these specifications shall be part of the contract documents and are included by reference. In addition, there are specific cured-in-place pipe (CIPP) specifications for the design and installation of the reinstated pipe, which are part of these Special Provisions and Conditions (SP&C-7 thru SP&C-14). No work shall be permitted on Weekends or Holidays without prior written approval from the Director of Public Infrastructure. In order to avoid traffic and parking conflicts with Lincoln High School, all work on South 8th Street between Madison St. and Columbus St. shall be completed between June 12th and August 18th. Red Avenue from approximately 300 feet east of North 2nd St. to North 8th Street is scheduled for complete reconstruction during the 2023 construction season. The timing of the reconstruction project is unknown at this time. However, it is the intent of the City to have the relining work completed prior to the start of the reconstruction project. The City of Manitowoc will be letting a separate contract for relaying 2 segments of the sanitary sewer and replacing the sanitary manholes on the South 16th St. peninsula area. Therefore, the Contractor shall not be permitted to start the relining work on South 16th Street until after the sanitary relay work and manhole replacements have been completed. A Bid Bond or Surety 2000 in the amount of 5% of the bid must accompany each proposal as a guaranty.
