Division is soliciting a Statements of Qualifications (SOQ) to assess the City's needs for a Police Headquarters
expansion and Training Facility and create master plan with those needs in mind. The City of Pasco, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded
full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of
race, color, national origin, or sex in consideration for an award. The City reserves the right to reject any and all responses and to waive technicalities or irregularities, and after
careful consideration of all submissions and factors involved make the award to best serve the interests of the City
of Pasco. The objective of this Request for Qualifications (RFQ) is to provide sufficient information to enable qualified
Consultants to submit a written Statement of Qualifications (SOQ) that demonstrates recent experience in
assessing facility needs for police headquarters and training and creating master plans with those needs in mind.
The anticipated timeline for this project is May 2023-April 2024 This RFQ is not a contractual offer, nor is it a commitment to purchase services. Contents of this RFQ and the
Consultant's submittal will be used as the basis to determine final contractual obligations. It is understood that this
RFQ and the successful Consultant's submittal may be attached or included by reference, in part or in whole, to
any agreement regarding the services included in this RFQ between the City and said Consultant. PURPOSE
This RFQ will be issued for the purpose of soliciting qualified Consultants to design the City's expansion of its
Police Headquarters and Training Facility based upon the Master Plan finalized in 2022. The selected Consultant
shall be responsible for performing all tasks necessary to complete the work as described herein. 2.3 SCOPE OF WORK
The selected firm will assess the facility master plan against real-world conditions and create permit ready-design
drawings for expansion of the Police HQ and training center. The City of Pasco Police Department will be
pursuing design for an approximately 800,000sf facility sf facility to meet its needs as outlined in the master plan.
This initial contract, at the City's discretion, may be amended or expanded to cover related items provided that
such services are normally furnished by the Consultant.
- The design will include, but is not limited to the following:
o Expansion of Current Facility
o 200 person classroom/training area
o 3 additional classrooms with 50 person occupancy each
o Renovation of office and administrative space
o Equipment storage
o Adequate restrooms and shower facility
o Indoor firing range (10 lane, 25 yrard)
o Training staff offices and meeting space
o Subsequent participant - staff vehicle parking
o CEPTED(Crime prevention through environmental design) study
o Improved street frontage and presence.
