SCOPE OF WORK The City of Tucson is seeking a qualified construction manager/general contractor to provide pre-construction/design phase assistance and complete construction services as the Construction Manager at Risk (CMAR) for transportation improvements and waterline modifications along 5th Street between Country Club Road and Wilmot Road. The total length of the project is approximately 4.0 miles long. This project will include the full-depth pavement replacement of the existing roadway, ADA facility improvements, reconstruction of existing curb and driveways, pavement markings, signing, traffic signal modifications, removal of existing water pipe, and installation of new water pipe, and other incidental work. Travel lane widths will also be reduced from the existing width to accommodate for wider bike lanes along the roadway. Draft project specifications will be provided to the selected CMAR firm during the Pre-Construction Phase Services. The project has proposed waterlines, which include long lead-time materials, that are expected to be ordered and stored by the selected CMAR firm shortly after the firm is under contract. The CMAR team will be required to closely work together with the Engineer and the City. The design and construction teams will be responsible to define, monitor and stay within the project budget and schedule. The CMAR firm will take an active role during the preconstruction services and serve as the General Contractor for the construction of the project. At some point prior to construction, the CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. GMP means the sum of the maximum cost of the Work; the CMAR's construction fee; general conditions fee; taxes, bonds, insurance costs; and bid contingency as proposed and approved pursuant to Section 10.32 of the CMAR Standard Terms & Conditions of this solicitation. The approved GMP will be made part of the Construction Services Agreement by executing an amendment or additional amendments for phased construction. The CMAR will be responsible for construction means and methods, and may be required to solicit bids from pre-qualified subcontractors to perform the work. The CMAR may also decide for the firm to perform specific work packages. QUESTIONS SHALL BE DIRECTED TO: Maritza Felix (520) 837-4107 maritza.felix@tucsonaz.gov The CMAR shall perform Pre-Construction/Design Review Services, and upon successful negotiation of at least one GMP, all Construction Services, including the provision of all material, equipment, tools, and labor necessary to satisfactorily complete all work described in the contract documents. The work covered under this contact, as described above and illustrated in the design plans provided, may be developed in multiple phases under one mobilization. The cost saving opportunities identified by the City and any value engineering opportunities brought forth by the selected CMAR firm shall protect the project goals and maintain the most valued components. The fundamental goals of the project include: Replace multiple water lines with a single 12-inch water main within the roadway limits and reconnect, relocate, or provide new; existing laterals, fire hydrants, meter service lines and Pressure Reducing Valve (PRV) units at affected zone changed properties. Remove and disposed the replaced water mains. Remove, dispose or salvage existing water mechanical parts. Provide a full-depth pavement replacement of the existing roadway, with applicable utility adjustments. Provide ADA facility improvements including curb access ramps, sidewalk, detectable warning strips, driveway replacements, signal modifications, and buckled sidewalk repair. Provide new pavement markings and replace faded signs along the project limits. Examples of areas with potential value engineering opportunities, which would satisfy the fundamental project goals, include but are not limited to: Optimize design/construction method of any of the pedestrian curb access ramp reconstruction (ADA compliance required) Design/construction method of any of the water pipe replacement (Tucson Water compliance required) Consideration of lane/road closures during the project to simplify construction Working with the design team and the City, the CMAR will assist in value engineering, constructability reviews, cost modeling, and other activities to be included in the pre-construction phase of the contract. The CMAR will immediately advise the City whenever the cost model indicates that the construction cost exceeds the construction budget for the project.
