Site work for a playground / park / athletic field in Norton Shores, Michigan. Completed plans call for site work for a playground / park / athletic field.
**As of July 27 2023, the project has not yet been awarded. A timeline for award has not yet been established.** The City of Norton Shores is requesting proposals for the labor, material, equipment, architectural fees and permits to construct (2) pickleball courts with the possibility of a third located at the west end of 82 Randall Road at Ross Park. Scope of Work includes, but is not limited to: Sitework: 1. Clear and grade area to create flat surface. 2. Lay up to (3) 30'x 60' concrete slabs at 4" depth. 3. Put 6 mil thick vapor barrier over slabs. Slope 1" every 10' for drainage and medium broom finish. 4. Install permanent fiber mesh nets. 5. Apply coating, logo, and striping. 6. Border with 4' black coated fencing. 7. Install electrical LED lighting. 8. Permits 9. Final Cleanup Proposed Time Schedule: The Project is to be completed no later than October 1, 2023. Each firm submitting a proposal agrees that it shall not withdraw its proposal for a period of ninety (90) days commencing on the date of the proposal openings. AWARD OF CONTRACT In determining the firm to which the contract shall be awarded, the City shall include but not be limited to the following criteria as it deems appropriate: 1. The firm's experience and demonstrated successful results on similar projects and references from current and former clients. 2. The qualifications and experience of personnel who will be assigned to the Project. 3. The ability of the firm to meet the work schedule. 4. The completeness of work plan and project approach. 5. Other factors deemed appropriate by the city council. We invite interested builders to visit the Parks and Recreation Office prior to submitting a proposal anytime Monday through Friday, 7am to 4pm to answer questions and go to the site. The City reserves the right to reject any and all proposals, or to make partial awards, in the best interest of the City For further information, please contact: Brian Clarke, Parks & Recreation Superintendent City of Norton Shores 4814 Henry Street Norton Shores, MI 49441 (231) 798-4391 ext. 1400 Addenda to the bid documents may be issued prior to the date of opening bids to clarify the bid documents or to reflect modifications in the design contract terms. Each addendum issued will be distributed to each person or organization to whom the bid documents have been issued. The recipient shall acknowledge receipt of each addendum by signing and returning the receipt form distributed with the addendum. All addenda issued become a part of the bid documents. If the bid is made by a partnership, it must be executed by one of the partners. If made by a corporation, it must be executed by the President or some other officer authorized to execute contracts, and it must be acknowledged by the Secretary of the corporation. The proposal or other bidding forms shall not be removed from the bound copy of the bid documents. The copy of bid documents, proposal, and agreement filed with each bid shall be complete and shall include all addenda. Only one of the bid forms is required. Copies of the bid documents may be obtained at the office of the Purchasing Agent. The City may waive any information or minor defects or reject any and all bids without incurring any liability. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 45 days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the City and the bidder. Bidders must satisfy themselves of the intent and clarity of the bid and specifications by examination of the documents and a review of the specifications, including addenda. After bids have been submitted, the bidder shall not assert that there was a misunderstanding concerning the quantities or nature of the product to be provided. The notice of award will be sent to the successful bidder. In the event that the successful bidder fails to provide bid items, the City reserves the option to accept the bid of any other bidder within 10 days from such default. The City may make such investigations as it deems necessary to determine the ability of the bidder to supply the product as specified and the bidder shall furnish to the City all such information and data for this purpose as the City may request. The City reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the City that such bidder is properly qualified to carry out the obligations of the agreement. The City further reserves the right to accept the bid deemed most advantageous to the City. Each bidder is responsible for reading and being thoroughly familiar with the bid documents and for informing themselves of the actual conditions and requirements of the specifications. The failure or omission of any bidder to do any of the foregoing shall in no way relieve any bidder from any obligation in respect to their bid. If any person contemplating submitting a bid is in doubt as to the true meaning of any part of the specifications or other parts of the bid documents, they may submit to the City a written request for an interpretation thereof. The person submitting the request shall be responsible for its prompt delivery. The undersigned hereby agrees that, if this foregoing Proposal shall be accepted by the City of Norton Shores, they will, after receiving the "Notification of Award", furnish the required bonds and insurance and execute a contract according to the form attached hereto within ten (10) calendar days from the above said notification. The City reserves the right to accept or reject all or part of a bid when it appears in the best interest of the City. The City reserves the right to utilize total cost analysis to determine low bid.
