Site work for a water / sewer project in Nome, Alaska. Completed plans call for site work for a water / sewer project.

The City of Nome will receive sealed bids for construction of the PORT OF NOME - INNER HARBOR DREDGING project at Nome City Hall, 102 Division Street, PO Box 281, Nome, Alaska 99762. The Port of Nome was impacted by the September 2022 Typhoon Merbok resulting in shoaling of sediment in the inner harbor adjacent the southern dock and eastern earthen ramp which are outside the federal dredging area. The City seeks qualified bidders to provide all labor, materials, and equipment necessary to dredge this material from the inner harbor. The principal elements of work will include: 1. Mobilization and demobilization for all work 2. Pre-dredge survey 3. Suction dredge excavation to -10' Mean Lower Low Water (MLLW). 4. Post-dredge survey to confirm excavation of all materials and to determine final pay quantities. All survey work shall be performed under the direction of a Professional Land Surveyor (PLS), currently registered in the State of Alaska. Survey for the project is necessary to: maintain control, determine pay quantities, and verify correct material removal as follows: 1. Preconstruction topographic and bathymetric surveys will be performed by the Contractor and submitted to the Owner in AutoCAD, Civil 3D format, with TIN and points file, and with survey notes for review prior to commencement of work. 2. Contractor's surveyors shall use AutoCAD Civil 3D, for comparing 3D surfaces to generate quantities. Survey drawings shall be provided to the Owner in AutoCAD and Civil 3D format. Local project control will be reestablished by Contractor's pre-dredge survey and shall be based on Alaska State Plane, Zone 8, NAD 83 coordinates. An appropriate and accurate method of horizontal (0.2 foot) and vertical (0.2 foot) control shall be established by the Contractor and approved by the Owner and Engineer prior to starting construction. Vertical datum is 0.0 MLLW. No other vertical datum shall be used. All bathymetric surveys shall conform to above requirements and shall be performed to U.S. ARMY CORPS OF ENGINEERS (USACE) EM 1110-2-1003, hydrographic survey standards for navigation and dredging support surveys over soft bottoms, by an independent licensed hydrographic surveyor. The Contractor's Dredge Plan shall provide appropriate Best Management Practices (BMP's) for their dredging methods. Dredge material will be disposed at the dredged material placement beach nourishment site established by the US Army Corps of Engineers for annual dredging. No minerals may be extracted from the dredged material. The pay quantity for dredge shall be based on the quantity between the Contractor's pre-dredge survey surface and the bottom neat lines of -10 feet MLLW. A 1-foot deep overdredge and a 1-foot underdredge are the acceptable constructability tolerances. Bidders must be licensed contractors with the State of Alaska. The City of Nome reserves the right to reject any and all bids, to waive informalities, and to reject non-conforming, non-responsive, or conditional bids. Work under this contract will be paid for using federal funds. Bid documents are available to interested bidders at the office of the City Clerk, PO Box 281, Nome, Alaska 99762. The contact number is (907) 443-6612. Electronic copies of the bid documents will be emailed free of charge. The cost for each paper copy of the Bid Documents is a non-refundable fee of $25 per set. There is an additional $15 shipping fee, if applicable. Bid Documents will be available after 2:00 P.M. July 13, 2023. Checks are to be made payable to the City of Nome. One complete set of Bid Documents for each project will also be available for review at The Plans Room, 4831 Old Seward Highway, Suite 102, Anchorage, Alaska 99503 (907) 563-2029, The Associated General Contractors of Alaska, 3750 Bonita Street, Fairbanks, AK 99701, 907-452-1809, and at Nome City Hall. All bidders shall submit a cashier's check or a bid bond in the amount of five percent (5%) of the bid. Bid Bond to be underwritten by a surety qualified to issue bonds in the State of Alaska guaranteeing the signing of the Contract for Construction in the amount of the bid.
