The Borough of Wyomissing, Berks County, is soliciting written proposals for the preparation of a Parklands Natural Resources Stewardship Plan. The Borough owns and maintains approximately 350 acres of open and wooded parklands, which include man made walking paths, bridges, recreational amenities and buildings. The Borough commissioned a Master Plan for the Stone House Park and Pond area in 2021 and that area is not included as part of this study. The focus of this Request for Proposals is for the area of the parklands located to the south of Old Mill Road and Cambridge Avenue, as identified on the Parkland Map attached as Exhibit A. It is the Boroughs objective to protect and enhance the natural resources of the parklands. The parklands are inhabited by native birds, squirrels, rabbits, fox and deer. Natural, native vegetation consists primarily of red oaks, pin oaks, white oaks and red maples. Known invasive vegetation includes honeysuckle, Japanese knotweed, poison hemlock, porcelain berry, lesser celandine and Canada lily. Community use of the parklands is permitted daily between dawn and dusk. The trails within the parklands are used heavily by walkers, runners and cyclists. Dogs are permitted but are required to be kept on leash. Trail surfaces vary between crushed gravel, grass, dirt and paved roads. There are four designated areas for parking and access to the parklands that are the subject of this Request for Proposals, as identified on the Parkland Map. Old Wyomissing Road provides for vehicular access to multiple areas of the parklands, including several private properties. The Borough employs four full-time and several part-time employees to maintain the parkland area. These employees work out of the Park Barn located on the south side of Old Wyomissing Road, towards the western end of the parklands. The Goodman Barn, also located on the south side of Old Wyomissing Road towards the eastern end of the parklands, is also owned by the Borough. The USDA performed a deer density survey of the parklands in February 2021. The survey identified a population of approximately 89 deer per square mile and recommended the ideal number should be 10-20 deer per square mile. No action has been taken to date by the Borough to reduce the deer population. Several private properties located within the parklands meet the requirements of the Pennsylvania State Game Commission to allow archery hunting. It is the Boroughs understanding that several of those private property owners are permitting archery hunting on their private property.
