Reference Number 0000258666 The Buying Group seeks qualified Proponents to provide the Services for Facilities located in the City of Winnipeg). See Part 2 of this RFP and Appendix A for a detailed description of the Services. Manitoba, on behalf of the Buying Group, intends to enter into a Master Services Agreement with one or more Proponent(s) whose Proposal is judged to best serve the interests of the Buying Group Members when evaluated in accordance with the stated evaluation criteria. Each Buying Group Member will individually enter into a Participant Agreement with the successful Proponent(s). Both the MSA and the Participant Agreement will form part of the Contract between a Contractor and the Buying Group Member for the provision of the Services. All of the Buying Group Members will use the same form of Participant Agreement, though there may be terms and conditions within the Participant Agreement which only apply to one or more Buying Group Members. Only those Buying Group Members that are identified in this RFP may enter into a Participant Agreement with the successful Proponent(s) as a result of this RFP process. At the time of posting of this RFP, Manitoba intends to immediately enter into a Participant Agreement as a result of this RFP process. Other Buying Group Members may opt to enter into a Participant Agreement during the term of the MSA after their current service contracts expire. The MSA shall be for an initial term of three (3) years with an option in favour of the procuring entity to extend the contract on the same terms and conditions for an additional two (2) terms of twelve (12) months each, may be granted at Manitoba's sole discretion, in consultation with the BGMs. Participant Agreements will have the same term as the MSA. Facilities have been grouped in Bundles (see the table below). Proponents must provide fixed monthly unit price for each Facility in a Bundle based on the specifications and requirements provided in Appendix A. Proponent is also asked to provide hourly rates for as-and-when requested services. Prices must be held firm for the term of the MSA. Proponents may choose to bid on one or more Bundles, but Bundles will be evaluated separately (see Part 1, section 1.17).
