General Work Description Parkhurst Street and Webster Drive Neighborhood: The Work, in General, to Be Done Under This Portion of the Contract Consists of Slurry Sealing Parkhurst St., Jasper Dr., and Webster Dr. From Notre Dame Blvd. To the East. This Includes Slurry Sealing Oxford Way, Tioga Way, Courtland Cir., Echo Ln., Comstock Rd., Niagara Way, Laredo Ln., New Dawn Cir., Roxanne Ct., Cecil Pl., Freda Ct., and Roberto Ct. Work Also Includes Striping, and Pavement Markings. Humboldt Road and Stilson Canyon Road: The Work, in General, to Be Done Under This Portion of the Contract Consists of Micro-surfacing a Section of Humboldt Rd. From Bruce Rd. To 300' to the East and Cape Sealing Stilson Canyon Rd. From Humboldt Rd. To 24' Past City Limits (Second Cattle Guard on Stilson Canyon Rd). Work Also Includes Striping and Pavement Markings. Funding Source This Project is Funded With Local Measure H. Prebid Outreach Meeting No Prebid Outreach Meeting Will Be Held. Licensing Requirements At the Time the City Awards the Contract for This Project, the Contractor Shall Possess Either a Class a Contractor License or a Combination of Classes Required by the Categories and Types of Work Included in This Contract. This Contract is Subject to State Contract Nondiscrimination and Compliance Requirements Pursuant to Government Code, Section 12990. California Prevailing Wages Requirements This Project Requires the Payment of Prevailing Wage Rates to Be Paid to Members of Each Craft or Classification Performing Work on This Project. Pursuant to Section 1773 of the Labor Code, the General Prevailing Wage Rates in the County, or Counties, in Which the Work is to Be Done Have Been Determined by the Director of the California Department of Industrial Relations. a Copy of the California State Minimum Wage Rates is Not Included in the Specifications Advertised for Bid. They May Be Obtained Online The U.s. Department of Transportation (Dot) Provides a Toll-free "hotline" Service to Report Bid Rigging Activities. Bid Rigging Activities Can Be Reported Mondays Through Fridays, Between 8:00 a.m. And 5:00 P.m., Eastern Time, 1-(800) 424-9071. Anyone With Knowledge of Possible Bid Rigging, Bidder Collusion, or Other Fraudulent Activities Should Use the "hotline" to Report These Activities. the "hotline" is Part of the Dot's Continuing Effort to Identify and Investigate Highway Construction Contract Fraud and Abuse and is Operated Under the Direction of the Dot Inspector General. All Information Will Be Treated Confidentially, and Caller Anonymity Will Be Respected. Registration With Department of Industrial Relations A Contractor or Subcontractor Shall Not Be Qualified to Bid on, Be Listed in a Bid Proposal, Subject to the Requirements of Section 4104 of the Public Contract Code or Engage in the Performance of Any Contract for Public Work, as Defined in This Chapter, Unless Currently Registered and Qualified to Perform Public Work Pursuant to Section 1725.5. It is Not a Violation of This Section for an Unregistered Contractor to Submit a Bid That is Authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, Provided the Contractor is Registered to Perform Public Work Pursuant to Section 1725.5 at the Time the Contract is Awarded. Payment Retentions; Substitution of Securities Five Percent (5%) Will Be Withheld From Each Progress Payment Made to the Contractor for Work Performed and Will Be Held Until Completion of the Work, Its Acceptance and the Expiration of the Period Provided by Law for Filing Liens by Laborers or Materialmen. in Accordance With the Provisions of Section 22300 of the Public Contract Code of the State of California, Securities May Be Substituted for the Monies Which the City Withholds, or the Contractor May Request That Retention Be Paid to an Escrow Agent. The Sealed Envelope Enclosing the Bid Submittal Shall Be Clearly Marked With the Project Title, City Budget Account Number, and the Date and Hour for the Opening of Bids. No Bid Will Be Considered Unless It is Made on the Bid Form Included in the Project Bid Book Furnished by the Public Works Department, Obtained Through Public Purchase on-line Bidding Service. Bids Are Required for the Entire Work Described Herein. Each Bid Must Be Accompanied by Cash, Cashier's Check, Certified Check, or a Bidder's Bond Executed by an Admitted Surety Insurer Made Payable to the City of Chico for an Amount Equal to at Least 10% of the Total Bid Amount, Such Guaranty to Be Forfeited Should the Bidder to Whom the Contract is Awarded Fail to Enter Into the Contract. All questions and requests for information regarding the project must be submitted through online. Responses to questions will be distributed to plan holders via online. Questions and Requests for Information must be submitted five (5) business days prior to bid opening.
