The City of St. Pete Beach is looking for qualified Contractors who can perform a design/Build of The City Hall Bathrooms and Fire Station 23 Bathroom Design and Renovations. The City of St. Pete Beach is requiring a design and renovation of the (4) four bathrooms in City Hall as well as (1) bathroom at Fire Station 23. This should be a design with renderings, demolition and removal and complete buildout. DETAILED SPECIFICATIONS Since this is a design/build, all items and design must meet all code requirements for the City of St. Pete Beach. Standard work hours shall be from 8:00 AM until 4:30 PM, Monday through Friday. No work shall take place on Saturday, Sundays or on official City holidays without prior approval by the City Manager or designee at least 1 week prior to the scheduled work. A list of current official City holidays can be found electronically. Contractor will coordinate scheduling of work with the City's Project Manager and City's Inspector. ADDITIONAL WORK DETAILS Contractors or persons wishing to bid on this project are licensed, bondable and insured in accordance to the City's requirements. The Contractor will furnish all necessary labor, materials, tools, equipment and supplies to complete the scope of work. Bid must also include all costs for licenses, permits and any material disposal fees. Bidders shall bring questions, discrepancies, omissions, conflicts, or doubt as to meaning of any part of Contract Documents to the attention of the City of St Pete Beach Procurement Department at least ten (10) business days before bid submittal deadline. Clarification of intent of Contract Documents, if necessary, shall be made available to bidders in the form of an Addendum. Failure to request clarification of interpretation of Contract Documents shall not relieve bidders of their responsibilities to perform the work. The City of St. Pete Beach reserves the right to reject any or all bids or parts of bids, or accept any bid or part thereof deemed to be in the best interests to the City of St. Pete Beach. STATEMENT OF WORK The Contractor shall furnish and pay the cost, including sales tax and all other applicable taxes, licenses, permits and fees, of all the necessary materials not furnished by the City and shall furnish and pay for all the superintendence, labor, tools, equipment, transportation, and perform all the work required for the execution of all services listed in the Bidder's Proposal and Bid Form attached hereto and in strict accordance with the Plans, Specifications, and requirements of the City of St. Pete Beach which are attached hereto and made a part hereof, and any amendments thereto and such supplemental Plans and Specifications which may hereafter be approved. Renderings of bathroom designs as well as sample products to be used in each bathroom should be submitted with each bid. All fixtures should be hands-free and electric (not battery powered). Bid should include all design (rendering), demolition & removal of existing tile, fixtures etc., renovations, permits, licenses. Station 23 bathroom(s) should include the addition of a shower incorporated in the existing or extended plan. No oral interpretations will be made to any firms as to the meaning of the scope of work or any other contract documents included in this RFP. All questions pertaining to the terms and conditions or scope of work of this Request for Proposal (RFP) must be sent in writing (e-mail is acceptable) to the City Procurement Manager. Responses to questions may be handled as an Addendum if the response provides clarification to the requirements of the RFP. All such Addenda shall become a part of the contract documents. The City will not be responsible for any other explanation or interpretation of the proposed RFP made or given prior to the award of the contract. The City will not respond to questions received after the specified deadline. The City reserves the right to respond to any and all questions but is not required to do so. BEGINNING DATE The Contractor is expected to be available to start immediately following contract execution. PERFORMANCE PAYMENT BOND 100% Bid Bond 5% LIQUIDATED DAMAGES If the work embraced by this Contract is not completed on or before the date set for completion or any extension thereof, the actual damages for the delay will be impossible to determine and in lieu thereof, the Contractor shall pay to the City fixed, agreed, and liquidated damages in the amount of either Five-Hundred Dollars ($500) per day for each calendar day of delay until the work is satisfactorily completed. COMPLETION OF WORK The work will be completed and ready for final inspection within (6) six months (180 days) from contract execution. BID REVIEW AND CONTRACT AWARD Failure to submit all documents requested at the time of bid may deem the Contractor's bid ineligible for award. The City of St. Pete Beach reserves the right to reject any or all bids or parts of bids or accept any bid or part thereof deemed to be in the best interests to the City of St. Pete Beach. The City shall be the sole final judge of qualifications of the bidder to perform service and reserves the exclusive right to accept or reject any bids as it deems to be in the best interests of the City. The City may waive any informality.
