The City Has Entered Into a Consent Decree (Cd) With the Washington State Department of Ecology (Ecology) to Implement Remediation of Impacts From a Former Dry Cleaner That Operated on the Property Under a Cleanup Action Plan (Cap) That Meets the Requirements of the Model Toxics Control Act (Mtca) Under Washington Administrative Code (Wac) 173-340. Soil, Vapor, and Groundwater Impacts Related to Tetrachloroethene (Pce) and Its Degradation Products Resulting From Former Dry Cleaner Operations Have Been Confirmed. A Groundwater Plume Covers an Estimated 22 Acres and Generally Follows the Topography of the Area, Extending North and West From the Property, and is Bounded on the West by Lake River. The Cap Addresses the Potential Human Health and Environmental Concerns Associated With These Impacts, Based on Ecology's Selected Remedy (Alternative 4) From the Remedial Investigation/feasibility Study (Ri/fs) That Was Completed in 2019. All Project or Contract Language Specific Questions, Requests for Substitutions or Changes, or Requests for Clarification Must Be Submitted via the City's online, Located at online by 4:00 P.m. On Wednesday, March 6, 2024. Incomplete or Late Inquiries May Not Be Considered. The Work Will Be Funded by an Ecology Remedial Action Grant (Rag) and a United States Environmental Protection Agency (Epa) Brownfield Revolving Fund Remedial Action Grant Administered by the Washington State Department of Commerce (Commerce). The City's Needs Are Outlined in the Following Request for Qualifications (Rfq). The Work Shall Be Completed by December 31, 2025. The City Reserves the Right to Cancel This Request or Reject Any and All Submittals or to Waive Any Minor Formalities of This Call if the Best Interest of the City Would Be Served.
