INTRODUCTION The Village of Salem Lakes is requesting a ATV-UTV Sign Installation Project Proposal from sign installation companies in order to evaluate, rank and select a firm, for a ATV-UTV sign installation project contract at multiple locations in the Village of Salem Lakes. PURPOSE AND NEED The Village of Salem Lakes has recently adopted an ordinance allowing ATV-UTV to access Village streets. The Village has determined that the existing Village employee and equipment resources may not be sufficient to install these signs within the Village in a timely and efficient manner. SERVICES DESCRIPTION & GENERAL SCOPE The following items have been identified as the general overall contract work scope (see also attached Exhibits): LOCATION OF EXISTING FACILITIES The Contractor shall be responsible for coordinating the marking of the location of existing piping and underground utilities (Diggers Hotline) such as gas mains, storm sewers, water mains, house service laterals, electric duct lines, telephone lines, etc. However, the Owner does not assume responsibility for the possibility that during the construction, utilities other than those marked or shown may be encountered. Any utility system components, pipe or service inadvertently damaged shall be repaired or replaced to the Owner's satisfaction at the Contractor's expense. All costs of such protection and/or repair shall be merged in the unit bid and contract price for the various Contract items. TRAFFIC CONTROL The Contractor will be responsible for providing all contract work site barricades, traffic control, and safety devices necessary to secure the contract work areas and provide for protection of the public. The Contractor will not be allowed to close any lanes along STH & CTH roadways to traffic. The Contractor shall maintain one lane of travel in each direction at all times throughout the contract work period along Village roadways. The Contractor shall conduct the project work operations in a manner which permits residents and businesses to access properties at all times during the Contract period. The Contractor shall use flag personnel to guide traffic if necessary around work operations. All traffic control shall be in conformance with the current Manual on Uniform Traffic Control Devices for construction signing and marking. All project costs for Traffic Control shall be merged into the various unit bid prices for the Contract items. SIGNS TYPE II REFLECTIVE The contract price for this item shall conform to Section 637 of the State Specifications and shall include all labor, materials, tools, equipment, and incidentals to install the permanent signs where shown on the contract drawings. The contractor shall supply a shop drawing of the proposed sign for Village approval prior to construction. Measurement and payment will be made at the contract unit price per square foot of sign installed complete. WOOD POSTS, 4 X 6 INCH X 14 FEET The contract price for this item shall conform to Section 634 of the State Specifications and shall include all labor, materials, tools, equipment, and incidentals to install the permanent sign posts with breakaway holes where shown on the contract drawings. Measurement and payment will be made at the contract unit price per each post installed complete. The contractor will be required to adhere to all WisDOT permit requirements for ATV-UTV sign installation within State highway right-of-ways. PROJECT CONTRACT PERIOD The Village of Salem Lake envisions awarding a contract on April 1, 2024 and having all signs and posts installed by May 31, 2024.
