Renovation of a fitness / recreation center in Colchester, Vermont. Conceptual plans call for the renovation of a fitness / recreation center.
As of July 3, 2024, no plans to rebid. Project is no longer needed. To meet the Town's renewable energy goals, the facility will include 270-kW of solar generation achieved through a 120-kW rooftop solar array, as well as a 150-kW solar canopy over the parking lot. The project will also incorporate a 125-kW AC / 220-kWh nominal battery storage system intended to maximize the Town's ability to use the solar power the facility generates, to reduce the facility's energy demand during peak times, and to provide back-up power during outages. The battery storage system at the Colchester Recreation Center must be capable of being supplied by the 120-kW rooftop solar array as well as the grid. The battery storage system must be capable of providing 4 hours of back-up power to the Recreation Center assuming peak load. Please see Appendix B for the facility's load profile. The pad mounted system cabinet must be fire-rated, designed for exterior installation, independently climate controlled, and designed to operate down to minus 20 degrees centigrade The battery system cabinet must be sized to fit on the equipment pad with the conduit connections configured to match to the stub-up locations as outlined in Appendix A. The battery controls/software must be capable of load sensing and export curtailment The battery unit must include a zero export function Phase Operation: 3 phase AC Voltage: 480V AC Input / Output Current: 150 A AC Output Power (Discharge; With PV/Battery Only): 125kW AC Input Power (Charge): 125kW Battery Capacity: 220 kWh - 250 kWh AC Frequency: 60Hz 10-year warranty Documentation explaining how the battery has to be configured to integrate properly with the connected PV array and switchgear must be provided The Contractor will be required to satisfactorily deliver the battery storage system equipment no later than Friday, November 1, 2024. Placing the order for the equipment is estimated to take place anytime between May 15 and July 29, 2024. BIDDER hereby agrees to commence WORK under this contract on the date of issuance of the NOTICE TO PROCEED and to fully complete the PROJECT by November 1, 2024. BIDDER further agrees to pay as liquidated damages, the sum of $500 for each consecutive calendar day thereafter. Question Deadline 04/17/2024 at 4:00 PM ET Any questions or requests for clarification regarding the Bid shall be submitted via email to Amanda Clayton at aclayton@colchestervt.gov. Questions or requests for clarifications outside these times will not be accepted or responded to. Answers to all questions received will be provided by April 19, 2024 via email. Each BID must be accompanied by a certified check payable to the OWNER for five percent (5%) of the total amount of the BID. A BID bond may be used in lieu of a certified check. A Performance BOND and a Payment BOND each in an amount equal to one hundred percent (100%) of the contract price will be required. The Town of Colchester reserves the right to reject any or all bids, or to accept any bids, or to waive any informality in any bid, or to withhold the award if deemed in the best interest of the Town. Bidder must meet all bid requirements and provide all products and documents outlined in this Information for Bidders (IFB). The Town of Colchester is located in northwest Vermont along the shores of Lake Champlain with a population of approximately 17,500. To meet the demand for more indoor recreation facilities and group meeting space, the Town has embarked on the construction of a new Recreation Center on a fourteen-acre parcel near the intersection of Blakely Road and East Lakeshore Drive. The Recreation Center will have a full-size multi-purpose gymnasium, classroom and studio spaces, cardio/weight room, locker rooms, a small kitchen and an elevated walking/running track. Construction of the 30,720 square foot multi-generational Recreation Center is scheduled to be complete in January 2025.
