The State of Vermont Military Department (VTMD) requests letters of Proposals for Architectural and Engineering (A&E) Service Providers to provide Design Services for construction of the Ethan Allen Airforce Base (EAAFB) Micro-Grid Military Construction (MILCON) project. These services are to include but are not limited to: production and submittal of design drawings and specifications for conceptual, preliminary and final National Guard Bureau (NGB) design document review stages in accordance with NG-PAM 415-5 and NGR 415-5, conduct and attendance of project design meetings, assurance that proposed design cost and square footage does not exceed amounts in Congressionally authorized EAAFB Mirco-Grid Project #500118 approved DD-1390/1391, familiarity with the most recent Anti-Terrorism Force Protection (ATFP) requirements, and assistance with Construction Bid Phase questions, clarifications, and addenda up to contract award. Type C Construction Administration Services will be awarded to the successful offeror as a separate contract/change order to be negotiated at or before construction award. It is the Bidder's responsibility to thoroughly read and comply with all instructions and requirements of this bid solicitation. Submission of a bid is evidence the contractor understands all contract requirements and they have been considered in their proposal. 3. For contractors that require access to a Vermont Army National Guard (VTARNG) facility or installation: Contractor and all associated sub-contractors' employees shall comply with VTARNG adjudication standards. These procedures include: the National Crime Information Center Interstate Identification (NCIC-III), Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), and applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by a government representative). 4. The State of VT Military Department reserves the right to reject any or all proposals, to advertise for new proposals, to arrange to receive or itself perform and obtain the services and goods to be obtained hereunder, to abandon the need for such goods and services, or to award in whole or in part a Contract deemed to be in the best interests of the State of VT Military Department.
