Site work for a water / sewer project in Throop, Pennsylvania. Completed plans call for site work for a water / sewer project.
**As of July 17, 2024 this project has not yet been awarded and still pending for approval. Construct the Secondary Clarifer Improvements at the Lackawanna River Basin Sewer Authority's (LRBSA's) existing Clinton Wastewater Treatment Plant (WWTP) as needed to produce a fully functioning plant as fully described in the Conformed Project Manual. Construction must be phased with the demolition of the existing clarifiers and activated sludge return and wasting system and the construction of the second new clarifier beginning after the first clarifier and return activated sludge building are complete and operational. Contract 24-3.1 General Construction General Contractor shall perform general construction of the new treatment facilities including but not limited to two circular secondary clarifiers; a Return Activated Sludge (RAS) Building housing Return/Waste Activated Sludge pumps, plus magnesium hydroxide and polymer feed systems; reactor and clarifier influent flow distribution structures; utility water pumps and distribution pipe network; aeration tank air supply piping. Extend asphalt plant drive to RAS Building. Provide all necessary construction that is not specified under the Electrical and Heating and Ventilation Contracts. Provide all associated process piping, fittings, and valves both buried as well as inside buildings and tanks; miscellaneous asphalt paving, concrete sidewalk and steps, fencing modifications, site grading, erosion, and sediment control; site restoration; painting; and other accessories and facilities. Demolish existing secondary clarifiers, return, and waste sludge piping and controls, aeration tank and clarifier influent flow distribution, utility water pumping facilities plus associated process piping, fittings, and valves both buried plus inside buildings and tanks, along with miscellaneous asphalt paving, sidewalk and steps, fencing, etc. Contract 24-3.2 Electrical Construction Contract Electrical Contractor shall perform electrical construction of the new treatment facilities including but not limited to providing electrical power supply and control wiring to the RAS Building and the following new treatment facilities: two secondary clarifiers; Return/Waste Activated Sludge pumps; magnesium hydroxide and polymer feed systems; utility water pumps. Provide new main control panel located in new RAS Building, including PLC and required process control programming and integrate control panels provided by RAS/WAS, chemical feeds, and utility water pumps manufacturers with existing process controls. Provide variable frequency drives for RAS/WAS pumps. Provide process control metering and instrumentation. Provide power distribution and building interior lighting in the RAS Building and limited site lighting. Distribute power to electric heaters, ventilation fans and ductless split system serving the RAS Pump Station. Provide all other electrical accessories and facilities including wiring, conduit and hangars, safety and disconnect switches, etc. Deenergize electrical power distribution and controls to the existing secondary clarifiers, RAS/WAS system, and utility water pumping facilities in order to allow General Contractor to demolish. Contract 24-3.1 Heating and Ventilation Construction Contract Heating and Ventilation Contractor shall perform heating and ventilation construction of the new RAS Building including electric heaters, ventilation fans and ductless split system and all necessary accessories and facilities to provide a fully functioning building. All bidders for each contract will be required to furnish fully executed original Proposal (or Bid) forms. Bidders must provide with their Proposal (or Bid) either a certified bank treasurer's check, a certified cashier's check payable to the order of LRBSA or a bid bond in the amount of ten percent (10%) of the bid. Bidders must also provide with their Proposal a fully completed Non-Collusion Affidavit and a Public Works Employment Verification Form. Bidders will be required to submit with their bids proof of prior relevant experience and adequate resources to complete the project. Failure to fully comply with all bid requirements including but not limited to the above will be cause to reject a bid. uestion Deadline 06/06/2024 Bidders must request clarifications and/or interpretations of Bidding Documents from the Engineer in writing.
