James City County (the ''County'') is seeking to replace a 30-year-old Nortel / Avaya phone system with a modern telephony system to support staff in the day-to-day operation of the county. The proposed system is required to support all county work environments including in-office, in-home and in the field. Some offices operate small call center operations (less than 10 agents) to manage public contact for their operations. It is a growing, urbanizing community of 141 square miles with a population of close to 78,000 residents. The County provides its citizens with a wide variety of services including police and fire protection, social services, water/wastewater services, among others. The County's current phone system consists of 7 main interconnected local phone systems in County buildings, along with small independent systems in remote county locations. Total telephony connections are approximately 950. County buildings are wired with a mix of CAT5, CAT5E, and CAT6 depending on location. Communication between major county buildings is provided by county owned multi frequency CWDM Ethernet based fiber optic system. Optical Internet services are provided at multiple locations by 2 service providers.
