Renovation of an educational facility in Williamsburg, Virginia. Completed plans call for the renovation of a educational facility.
The Work under this project consists of the replacement of the Heating, Ventilating and Air Conditioning (HVAC) system at Matthew Whaley Elementary School, located in the City of Williamsburg, Virginia. Matthew Whaley is a three-story, 67,750 square-foot brick building built in 1931. The current HVAC system at Matthew Whaley Elementary School was installed in 1998 and has reached the end of its useful life. One air-cooled chiller (out of two) was replaced in 2019, and its replacement is included in this project as Additive Bid Item #1. All hydronic pumps were replaced in 2019 and are excluded from the scope of this project. The hot water boilers were replaced in 2022 and are excluded from the scope of this project The scope of work includes replacement of four-pipe fan coil units, make-up air units, hydronic air handling units, split systems, exhaust fans, and new DDC controls. The architectural scope of work includes enlarging a door opening into the attic, expanding the attic catwalk system, installing a permanent ladder for roof access, and installing stairs in the crawl space. The scope of work shall also include, but is not limited to, completing all required site work; furnishing all materials, labor, supervision, tools, transportation, daily cleanup on site at the end of the workday, proper disposal of waste materials, maintenance of strict safety precautions, adherence to environmental regulations, other miscellaneous appurtenances, and work necessary to complete the project The project includes: 1. Replacement of four-pipe fan coil units, make-up air units, hydronic air handling units, exhaust fans, one air-cooled chiller (out of two), a second air-cooled chiller (by Additive Bid Item #1), automated HVAC controls, and electrical components associated with the HVAC system. 2. Re-use of the existing ductwork and piping to the greatest extent possible. Matthew Whaley Elementary School HVAC Replacement WJCC Public Schools IFB 20250720 3. Clean and seal existing ductwork. 4. Installation of additional isolation valves in existing hydronic piping system. 5. Replacement of grooved couplings in hot water piping system. 6. Replacement of domestic water heaters and recirculation pumps. 7. Increasing the size of the door opening and replacing the door to the attic, expanding the attic catwalk system, installing a permanent ladder for roof access, and installing access stairs in the crawl space. 8. Hazardous materials mitigation as described in the project Specifications. 9. Phased construction to occur during the summer of 2025, Winter Break 2025, and the summer of 2026. All questions pertaining to this project should be directed to Linda Hodges, Deputy Director of Purchasing no later than 12:00 P.M., on Friday, February 7, 2025, in writing via e-mail: linda.hodges@jamescitycountyva.gov. Liquidated Damages in the amount of $1,000.00 per day will be assessed for failure to meet the schedule for Substantial Completion or Full Completion for each phase. Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance and payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to Contract Award. The cost of bonds is to be included with the bid price. All Bids shall remain subject to acceptance for 90 Days after the day of the Bid opening, but the Owner may, in its sole discretion, release any Bid and return the Bid Security prior to that date, or extend the acceptance period an additional 90 days with the consent of the apparent low bidder and surety. The Owner reserves the right to waive minor non-substantive errors (informalities) in the Bid, to reject any/or all Bids, to award any Bid in whole or in part and award the Bid considered to be in the best interest of the Owner. The Owner also reserves the right to negotiate with the lowest responsive, responsible Bidder should Bid exceed available funds.
